Change Healthcare, a company that processes medical insurance claims nationwide, experienced a data breach in February that might have affected millions of patients, including some in Walla Walla. Change Healthcare is a company based in Nashville, Tennessee. Its services for health care providers include insurance claims processing and prior authorizations for certain insurance companies. According to the company, the data breach affected about 100 million people in the United States. The organization was able to confirm that number in October and said that 100 million notices had been sent out to individuals. Local impact Change Healthcare’s services are used by several providers, such as Walla Walla Clinic and Providence St. Mary Medical Center, as well as most pharmacies. Company spokesperson Tyler Mason said the investigation into the breach, conducted by the U.S. Department of Health and Human Services’ Office for Civil Rights, is still in its final stages. “Change (Healthcare) continues to update the status of the event, and we also issued the substitute notification via the wire,” Mason said in an email. “Most importantly, Change Healthcare is also in regular communication with the U.S. Department of Health and Human Services' Office for Civil Rights and other regulators regarding our notification process. We are committed to notifying potentially impacted individuals as quickly as possible.” Mason did not respond to a request for comment about the number of people in the Walla Walla area who were affected. Walla Walla Clinic CEO Kevin Michelson confirmed that Walla Walla Clinic did have patients whose claims were delayed because of the data breach, although he was not told how many. “They did not give us a list of patients who were impacted,” Michelson said. “We were aware of it pretty much from the beginning and then as part of the formal notification process, we received a letter from them indicating that they would be notifying our patients that may have been impacted.” Michelson said when the breach happened, most insurance companies were quick to work with the clinic on processing claims in other ways, although there were a few who took months to work out the issue. “In the short run, money that we were receiving for services provided to patients was significantly delayed, which then meant until the insurance companies processed those claims, patients may have been impacted because they might not have seen a bill processed by their insurance company for several weeks or months,” Michelson said. Providence St. Mary Medical Center spokesperson Emily Volland said the data breach had little effect on the hospital other than a few patients who had trouble filling their prescriptions at outpatient pharmacies. Walgreens pharmacy said it was also largely unaffected by the breach. “Our pharmacy operations and the vast majority of prescriptions across the country were not impacted by this third-party issue,” Walgreens spokesperson Jen Cotto said. “For the small percentage that were affected, we had procedures in place so that we continued to process and fill prescriptions with minimal delay or interruption.” Tallman’s , a Good Neighbor Pharmacy located in downtown Walla Walla, declined to comment, although a pharmacist confirmed they have used Change Healthcare’s services in the past. Change Healthcare announced in October that its clearinghouse services had been fully restored and it began the repayment process of the Temporary Funding Assistance Program. This program helped providers who faced cash flow issues during the data breach. As of Tuesday, Oct. 15, recipients had repaid $3.2 billion. Protecting information Change Healthcare’s website says the types of data that could have been affected include insurance information, health information, billing, claims and payment information and other personal information such as Social Security numbers and driver's license or state ID numbers. For anyone who thinks their data might have been compromised during the cyberattack, Change Healthcare is allowing individuals to enroll for two years of complimentary credit monitoring and identity protection services through IDX, A ZeroFox Company , based in Beaverton, Oregon. Change Healthcare recommends that patients regularly monitor their explanation of benefits statements for unfamiliar activity and contact their health plan or doctor if they notice anything out of the ordinary. Their website also recommends that individuals monitor their bank and credit card statements for suspicious activity and contact area law enforcement if they think they are a victim of a crime. Notices about the data breach are still being mailed out. “The data review is in its late stages,” the website states. “Change Healthcare has begun mailing written notices via U.S. mail to affected people identified in the ongoing data review for whom Change Healthcare has a sufficient address. Please note, Change Healthcare may not have sufficient addresses for all affected individuals. The mailing process began on Monday, July 29, and will continue on a rolling basis.”India and the European Union have finalised an extensive roadmap for the green hydrogen sector that includes development of infrastructure, technology cooperation and boosting supply chains. The two sides deliberated on ways to enhance cooperation in the sector at the 10th meeting of the India-EU Energy Panel held on Thursday in Brussels. At the meeting, a 'work plan' was adopted for the third phase of the India-EU Clean Energy and Climate Partnership 2025-28, which will focus on deeper cooperation in five priority areas, according to the Ministry of External Affairs. The priority areas are green hydrogen, offshore wind energy, regional connectivity, electricity market integration and smart grids, energy efficiency, and energy and climate diplomacy. "The two sides have set out an extensive agenda for green hydrogen cooperation, which includes assessing infrastructure development feasibility, regulatory and technology cooperation, and strengthening of supply chains," the MEA said on Saturday. It said the energy panel focused on the energy transition priorities of the two sides and took stock of the achievements of the second phase of the India-EU Clean Energy and Climate Partnership 2021-2024. The two sides undertook and completed joint initiatives involving technical cooperation in 51 activities divided into nine sectors, it added. "The two sides have also charted out the framework for green hydrogen cooperation, which includes cooperation on green hydrogen policies of India and the EU," the MEA said. The EU and EU member states participated in the international conference on green hydrogen this year in India. On its part, India joined as an exclusive country partner of European Hydrogen Week 2024. "India and the EU also entered into long-term research commitments to jointly support research in clean energy projects as part of the India-EU trade and technology council working group on clean and green technologies, which was established in January 2023," the MEA said.
