MICHEL MARTIN, HOST: A French court has indicted tech billionaire Pavel Durov on charges that he allowed a wide range of crimes to flourish on the messaging platform Telegram. STEVE INSKEEP, HOST: This is a case of interest to anybody who uses social media and of special interest if you happen to be one of the billionaires who own social media platforms. Durov is co-founder of this service. It's an app you download on your phone. You can send private, encrypted messages or talk on public channels. He's not accused of committing crimes himself but of running the platform where crimes took place and then of failing to cooperate with authorities. The charges followed Durov's surprise arrest, and they add to the debate about free speech and the internet. MARTIN: Reporter Rebecca Rosman has been following the case. We caught up with her in London. Good morning, Rebecca. REBECCA ROSMAN, BYLINE: Good morning. MARTIN: Before we get into these charges, can you just tell us a little bit more about Telegram and its CEO? ROSMAN: So the CEO Pavel Durov is someone who has long been seen as an antiestablishment figure. He was born in the then-Soviet Union in the mid-1980s. His first big social media company was actually a site called VK, which is Russia's answer to Facebook. He famously left Russia in 2014, though, after refusing to comply with the Kremlin's demands that he turn over information about the site's users. This is what prompted him to start Telegram, which he now runs from Dubai. And while it's less popular in the U.S., it has nearly a billion users worldwide and is especially popular in countries like Brazil, India, Russia and Ukraine. One thing that users find particularly attractive about the platform is its limited oversight of what users can say or do. But this has also made the app a favorite tool for far-right extremist groups, terrorist organizations and criminal gangs. MARTIN: Is that what led to these charges? ROSMAN: Yeah, more or less. So the Paris prosecutor's office announced a pretty wide range of charges yesterday evening, but they're mostly tied to allegations that Durov was complicit in the spread of all kinds of illegal activities on Telegram, so things like the spread of child sexual abuse materials, drug trafficking and money laundering. French investigators say Durov failed to cooperate with them or provide information that would have helped them shut down these illegal operations. And he's now under judicial supervision and is banned from leaving French territory. He also had to post a bond of $5.5 million dollars and will be required to report to French police twice a week while he's under investigation. And if he's convicted, he could face up to a decade in prison. And I should say these charges are groundbreaking in the sense that this would certainly appear to be the harshest action any government has taken against a social media executive to date. MARTIN: OK, France is not the only place where people are worried that these platforms are being used to commit crimes and also to spoke (ph) social division, which has actually led to violence in many places. But there are also the free-speech absolutists who consider rulemaking a form of censorship. And I take it we're hearing a lot of outrage from some of these folks, especially from other tech moguls. ROSMAN: Right. And what these tech moguls say is that it is simply not their job to be policing these platforms and that forcing them to do so actually sets a dangerous precedent for free speech on the internet. A number of well-known individuals have spoken out against Durov's arrest. You have people like Elon Musk who posted the hashtag #FreePavel on his platform, X. But the French government has defended its actions, with even French President Emmanuel Macron himself taking to X earlier this week to write his country was, quote, "deeply committed to freedom of expression" but that in a state governed by the rule of law, things need to be upheld within a legal framework, whether that's in real life or on social media. Article content Quebec has always been fortunate to have premiers with considerable substance and intelligence. Since 1960, 14 accomplished individuals have led Quebec, including nine lawyers, one neurosurgeon and several with strong economic credentials. François Legault is no exception. As an accountant and business executive, he co-founded Air Transat in 1986, which became one of the largest airline companies in Canada. Legault was drafted into politics by the Parti Québécois in 1998, subsequently holding key portfolios in successive administrations. He left in 2009 and two years later co-founded the Coalition Avenir Québec, offering a “third way” — a break from Quebec’s traditional political party dichotomy of separatism (PQ) versus federalism (Liberal) — and abandoning any sovereignty referendum notion, to instead focus on Quebec’s economic autonomy within Canada. In 2013 he published his ambitious economic vision of a Quebec “Silicon Valley” with a series of technopark/living environments running along the St. Lawrence River, which would create a valley of innovation and attract hundreds of new companies with thousands of high-tech jobs. It’s therefore not surprising that Legault lunged at the opportunity to invest heavily in the electric car battery sector, a transition to future green technology. His government, with the feds, quickly committed billions to induce the Swedish battery manufacturer Northvolt to build a $7-billion mega-factory in Quebec . Legault called it the largest private manufacturing investment in the province’s history , saying it would transform Quebec into a global player in the electric vehicle supply chain. Legault’s big gamble on Northvolt, however, is now teetering on the verge of disaster. The company has been struggling to meet production targets, hampered by delays that led to cancellations of major contracts. They’ve slashed their workforce, cutting back production while growth and demand for electric vehicles slows down. On Thursday, the company announced it had filed for Chapter 11 bankruptcy protection in the U.S. There was talk that Goldman Sachs might bail out Northvolt, but would require Quebec to cede its financial guarantees to them. Or will Quebec pump in more money to help the Swedish company? Both scenarios are impossible for Legault politically, having no choice but to categorically say no when asked in the National Assembly . With the experience and economic background Legault brings to the table, the collapse of this project would be a huge blow to his credibility. Obviously, the failure of some economic gambles is beyond one’s control, sometimes due to unexpected changes in the market or circumstances of mismanagement. And few politicians would likely have resisted the sex appeal of a green venture that appeared so promising. However, Legault often allows politics to temper his business acumen. For any major investment gamble in the private sector, you would roll up your sleeves and do your due diligence with rigorous risk assessment analyses; one wonders if that was done here. Northvolt was founded in 2015 by two former Tesla employees. The first battery was assembled in December 2021, with the first customer cell deliveries in 2022, barely a year before the Quebec announcement. Northvolt is essentially a startup without any extensive track record. Did attractive political optics outweigh due diligence? Legault paid a heavy political price for abandoning the promised “third link” tunnel project connecting Lévis to Quebec City, which also may have lacked proper analysis as to its feasibility. In 2022, the Legault government twice doled out so-called anti-inflation cheques to most Quebecers, seemingly to curry favour in an election year, despite warnings by economists that it would backfire. The $6.7 billion in handouts inevitably contributed to the largest budget deficit in Quebec’s history this year. Thursday’s economic update showed we are still drowning in red ink. Legault’s attack on English universities via tuition hikes was also hastily improvised and destined to induce negative economic spinoffs. François Legault is very capable. Quebec would be better served, however, if he prioritized his economic instincts over political impulse. Another former NFL star is trying his hand at coaching at an HBCU. DeSean Jackson is reportedly set to become the new head coach at Delaware State, Jeff Lightsy Jr. of Victory Formation Media reported on Thursday. The three-time Pro Bowl wide receiver is the latest former pro to join the HBCU coaching ranks, joining recent Norfolk State hire Michael Vick . There has not yet been a formal announcement from Delaware State or Jackson; however, multiple outlets have confirmed the report. Jackson last played in the NFL in 2022, playing seven games for the Ravens. He signed a one-day contract with the Eagles in November 2023 in order to officially retire as a member of the Philadelphia organization. Despite a lack of head coaching experience, Jackson should offer Delaware State a bump in recruiting, being a college football legend and former NFL star. While Jackson grew up on the West Coast, he reached NFL stardom in Philadelphia with the Eagles, the closest NFL team to Dover, which is the home of Delaware State. Jackson joins a Delaware State program that struggled mightily under former head coach Lee Hull. In the two years under Hull, the Hornets combined for a record of 2-21, including a 2024 record of 1-11 and a last-place finish in the Mid-Eastern Athletic Conference (MEAC). Where is DeSean Jackson from? Jackson grew up in the Crenshaw neighborhood of Los Angeles, Calif. He attended Long Beach Polytechnic High School before enrolling at University of California, Berkeley, where he starred for the Golden Bears. The rear trailer was saved, but the front trailer and the prime mover were engulfed. About 30 firefighters are at the scene of the November 22 blaze, with northbound traffic backed up from the Borella Road exit to the scene near the Thurgoona Drive exit. "It was well alight when firefighters arrived, both the prime mover and the A-trailer" he said. "Fortunately due to some very good firefighting, the B-trailer has been saved. "We will be here for several hours at least," he said. "Given the contents, that will have to be pulled out, separated and extinguished, then the prime mover and A-trailer will have to be moved. "Hopefully the B-trailer will be released soon. "Both northbound lanes have diversions in place." The driver wasn't hurt during the incident and the cause of the blaze is unclear. "It will be a slow task to get the truck off the freeway," Superintendent Alexander said. "The wetter the load gets the more compact it gets. "It will need to be pulled apart and we're mindful of the dry grass next to the freeway. "We don't want any embers to get into the bushland in the rail corridor." A truck has caught fire on the Hume Highway, closing the northbound lanes near Thurgoona. The incident began about 7.30am near Racecourse Road, with emergency services still on the scene. Traffic diversions have been put in place. Drivers are advised to use Racecourse Road, Dallinger Road, Catherine Crescent and Wagga Road to rejoin the Hume Highway.
