Two Virginia legislators – one Democrat and one Republican – plan legislation to limit what debt collectors and creditors can seize. Del. Phil Hernandez, D-Norfolk, wants to make it easier to limit the amount a creditor or debt collector can take from a family bank account under a court order. Del. Carrie Coyner, R-Chesterfield, wants to rein in Virginia’s unique-in-the-nation law that allows liens to garnish 100% of an erring taxpayer’s wages. Hernandez Coyner Under current Virginia law, you can exempt $5,000 of bank accounts or household goods from creditors, but you must file a Homestead Deed and then go to court to claim your exemption. Hernandez wants to make that protection kick in automatically for bank accounts. For many Virginians, the Homestead Deed protection is out of reach, said Jay Speer, chief executive officer of the Virginia Poverty Law Center. “This is virtually impossible for someone without a lawyer. This bill will make it automatic, which we think makes a lot more sense and it makes things easier for a bank that receives a garnishment,” he said. Virginia consumer protection bills meet mixed results in assembly The poverty law center supports the measure. It notes that many Virginians now have their wages deposited directly to their bank accounts. The complicated process of protecting sums in those accounts means state law's limits on how much a creditor can have garnished from wages is rendered moot. And not being able to keep at least some money in a bank account has meant families can’t get at their money for essential bills, for rent, food or medical expenses. Some people have electricity, water or gas cut off because a creditor has effectively frozen their bank accounts, the poverty law center said. “Families shouldn’t have to make the impossible choice of feeding their children or paying off a debt,” Hernandez said. “This necessary bill will create new protections to safeguard funds that are needed for the necessities of life and prevent families from falling into a vicious cycle of poverty," he said. Twenty-six states have higher household good exemptions, and 11 of these have additional, separate exemptions for at least portions of a debtor’s bank account, according to a Richmond Times-Dispatch analysis of state exemption laws compiled by the National Consumer Law Center, a nonprofit that tracks consumer protection measures nationwide. Delaware bars garnishment of bank accounts but has no exemption for household goods. While Alaska's household goods exemption is less than Virginia's, its separate exemption for some funds in a a bank account exceeds Virginia's exemption. Coyner is focusing on the court orders that let creditors - as well as state and local tax collectors - take Virginians' wages when they owe money. While most creditors or debt collectors are limited to seizing 75% of a debtor's paycheck, tax collectors can seize the whole amount. “Garnishing 100% of someone’s wages is not just impractical – it’s inhumane,” Coyner said. “This bill allows Virginians to pay their debts while maintaining their dignity and basic livelihood.” Her bill would set the same limit on garnishments for back taxes as applies to any other debt: 25% of disposable earnings for a given week, or the amount by which a delinquent taxpayer’s disposable earnings for a week exceed 40 times the minimum. Fifteen states exempt more of a debtors’ wages from garnishment, including four states that exempt all wages: North Carolina, Pennsylvania, South Carolina and Texas. “I believe in paying your taxes,” Coyner said. “But people need a minimum to live on." Virginia lags other several other states when it comes to limiting how much property and wages debt collectors can seize, the National Consumer Law Center review shows. Virginia’s law also exempts $50,000 of a debtor’s home from seizure, while 32 states have higher exemptions. A 2020 law aimed at helping debtors and creditors work out payment plans saw use of settlement services grow last year. The law required debt settlement agencies be licensed and capped the fees they charge. Del. Rodney Willett, D-Henrico, introduced it and argued for it after hearing from the Office of the Attorney General’s consumer protection unit that it was getting a lot of consumer complaints about some debt settlement companies charging exorbitant fees for these services. Willett Virginians entered into 10,559 new agreements during the year; there were 18,586 such agreements in force at the end of the year, a State Corporation Bureau of Financial Institutions report found. The agreements seek to repay or forgive $303 million of debt. Debtors and creditors have come to terms on $104 million, and since the law took effect have repaid $85 million. “We want people to have confidence in these firms,” Willett said. “There were a lot of good firms here, but we wanted to keep the bad actors out. ... A lot of the good ones were with us on this, he said. “It seems to be working," Joseph Face, commissioner at the State Corporation Commission Bureau of Financial Institutions, said he’s not hearing any complaints about debt settlement agencies anymore. Debts are mainly owed retailers and credit card companies he said. The high-interest rate payday, car title and open-end credit lenders that the General Assembly also cracked down on in 2020 do not seem to be involved, he said. The debt settlement bill says debt settlement firms must now be licensed by the Bureau of Financial Institutions. It sets a cap of 20% of a borrower’s debt as the fee a debt settlement firm can charge. A licensed firm must post a surety bond equal to the average amount it receives from Virginians under its debt management plans, up to a maximum of $350,000. That’s why Sunday’s sobering 16-6 road loss to the Seattle Seahawks was so surprising. “Frustrating day offensively, especially the way we’ve been playing to come out here and lay an egg and get physically dominated in a sense,” quarterback Kyler Murray said. Second-year cornerback Garrett Williams intercepted a pass by Geno Smith on the first play of the fourth quarter, briefly giving the Cardinals some momentum as they tried to fight back. Williams — a third-round pick out of Syracuse in 2023 — is growing into a steady starting corner that the Cardinals have missed for years. “I thought that they hung in there and battled, forced a bunch of punts, kept points off the board,” Gannon said. “I thought the interception by Garrett was fantastic, kept us in the game there, kept points off the board. We made some mistakes. We made some mistakes, starting with me.” What needs help The Cardinals aren’t going to win many games with a rushing performance like Sunday’s. Conner, held to a season low in yards rushing, did have 41 yards receiving. Rookie Trey Benson had four carries for 18 yards, while Emari Demercado broke a 14-yard gain. Getting Conner going is key. Arizona has a 5-1 record this season when he has at least 100 total yards from scrimmage. Gannon said falling into an early hole affected some of the things the Cardinals could do, particularly in the second half. “I thought there was plays there, but again, where you get down in that game, you’re not really playing normal ball there for a good chunk of the game,” Gannon said. “So we’ve got to do a better job earlier in the game to make sure we’re not playing left-handed.” Stock up Fourth-year edge rusher Zaven Collins isn’t necessarily the star fans hoped for when he was selected with the No. 16 overall pick in the 2021 draft, but he has quietly had a productive season leading the team’s no-name front seven. Collins picked up his fourth sack of the season Sunday and put consistent pressure on Smith. Stock down Murray’s still having a great season, but the quarterback’s MVP credentials took a hit with Sunday’s mediocre performance. He played pretty well at times, but the interception that turned into a pick-6 was a backbreaker. The sixth-year quarterback had largely avoided those types of plays this season, which is a big reason they’re in the playoff hunt. “Can’t give them seven points, especially when our defense is playing the way that they’re playing,” Murray said. “I feel like if I don’t do that, we’re in the game four quarters because that’s the way it was trending.” Injuries The Cardinals came out of Sunday’s game fairly healthy. When it ended, appropriately, on an ace, Griekspoor shut his eyes, dropped to his knees and spread his arms wide. “We have been talking about this for two, three years,” Griekspoor said. “We believed in ourselves so much. Long lineups are the worst at airports. Shuffling through flimsy guardrails, dragging luggage, counting the number of people ahead: it is among the more demoralizing experiences in access control. SITA’s newly released says 64 percent of passengers highlight shorter airport queues as the most important improvement to the travel process they’d like to see. Meanwhile, air travel is booming, with passenger numbers hitting 5.2 billion in 2023. So, it should come as no surprise that air travel continues to be a maven for that makes the airport less of a headache. While there are lingering data privacy concerns and an education gap around standards and regulations, more passengers are opting for the quicker biometric option. SITA says 67 percent of travelers now “rate their comfort levels with biometrics relatively highly.” are paying attention, investing an estimated US$10.8 billion in IT in 2023. In a release, David Lavorel, CEO of , says the world is “on the cusp of a , as unprecedented demand converges with technological innovations that have the power to revolutionize the journey. The appetite from passengers is clear: they’re eager to embrace the latest digital solutions to make their experience swifter and more streamlined than ever before.” Lavorel says the industry needs to move towards greater usage of (DTCs) and that “responsibility falls to the industry to make sure travelers are fully informed of the advanced data security and privacy-preserving potential of biometrics.” The sales pitch is easily sweetened with other time-saving use cases, particularly “smart luggage solutions like baggage tracking on mobile devices and off-airport baggage collection and drop-off services.” On the baggage front, a release says SITA and are expanding their partnership to “tackle key challenges in baggage handling and airport operations.” “The air transport industry is facing unprecedented challenges as passenger numbers continue to surge, with global traffic expected to double by 2040,” says Nicole Hogg, portfolio director of baggage at . “Airports and airlines are struggling to keep pace with this growth, particularly when it comes to baggage handling. SITA has also announced a strategic partnership with Saudi Arabia’s Red Sea International Airport (RSI), which will make it one of the Specialized Airport Systems (SAS) providers for the airport’s new Main Terminal Building. The kingdom has been promoting the area as a luxury resort destination as it increases outreach to the global travel and tourism market. RSI airport is expected to serve one million guests annually by 2030, with a peak capacity of 900 passengers per hour. The deal with SITA will see the firm provide tech for a variety of use cases, from passenger processing to baggage reconciliation, airport operations, and more. (AP) — Bryce Thompson scored 17 points, Marchelus Avery had 15 points and eight rebounds, and Oklahoma State beat Miami 80-74 on Friday in the consolation bracket of the Charleston Classic. Oklahoma State (4-1) will play in the fifth-place game on Sunday, while Miami (3-2) will try to avoid going winless in the tournament. Oklahoma State led 43-27 at halftime after making 8 of 15 from 3-point range, while Miami was just 8 of 27 overall. Four different Cowboys made a 3-pointer in the first half, with Brandon Newman making three. Thompson banked in a shot early in the second half to give Oklahoma State a 20-point lead at 49-29. Miami, which opened the game by missing 7 of 8 shots, went 1 for 8 from the field to begin the second half. Miami trailed by double figures the entire second half until Matthew Cleveland made a difficult shot in the lane while being fouled. He made the free throw to pull the Hurricanes within 75-67 with 49 seconds left. Arturo Dean restored a double-digit lead by making two free throws at 43.8. Thompson reached the 1,000 career points with the Cowboys on a shot in the lane with 13:01 left in the second half to give Oklahoma State a 55-38 lead. The second annual Las Vegas Grand Prix brought over 300,000 F1 fans to Sin City this weekend, but not everyone paid for a ticket. Some crafty spectators found a free and creative way to watch the race by riding an escalator — over and over and over again. captured the hilarious scene outside the Fashion Show Mall as folks took turns riding a set of escalators throughout the race, sneaking glimpses of the action as F1 cars roared past. The escalator’s elevated position overlooks one of the 50-lap spectacle’s most exciting turns, providing a better view than many paid seats at the Las Vegas Strip Circuit. Fans could be seen lining up politely, snapping photos and recording videos as they looped up and down the moving staircase. Security was stationed at the top and bottom of the escalators, but as long as fans kept moving, they weren’t technically breaking any rules. And so, hundreds took advantage of the unconventional setup. Mercedes driver George Russell took first place in the third-last race of the F1 season, with Lewis Hamilton and Carlos Sainz rounding out the podium. But with the average Grand Prix ticket costing $1,617, the escalator riders were arguably the night’s biggest winners.
