Below is a list of the biggest actions being taken, according to the Commerce Department. CHIP EQUIPMENT New controls will be placed on semiconductor manufacturing equipment needed to produce advanced-node integrated circuits, including certain etch, deposition, lithography, ion implantation, annealing, metrology and inspection, and cleaning tools. Dan Wolgamott, DFL-St. Cloud, and Republican challenger Sue Ek were recounted by hand. Each candidate could have observers watch the ballot counters and watch at a time. One woman, sitting in the second row of onlookers, brought a pair of binoculars so she could stand up and keep a better eye on the recount. Observers representing Ek — including the woman with the binoculars — kept track of the number of ballots in each precinct, writing the numbers down as they were reported by Loraine Rupp, the Sherburne County auditor-treasurer. They added up the numbers to make sure they all match the results from the Minnesota Secretary of State’s website. At the end, Sherburne County confirmed Wolgamott’s election night win over Ek during Monday’s nearly three-hour-long recount. "I’m satisfied that the results of this recount confirm what the voters decided on Nov. 5: once again, they’ve hired me to get things done for St. Cloud at the Capitol," Wolgamott said in a written statement. Historians know that turkey and corn were part of the first Thanksgiving , when Wampanoag peoples shared a harvest meal with the pilgrims of Plymouth plantation in Massachusetts. And traditional Native American farming practices tell us that squash and beans likely were part of that 1621 dinner too. For centuries before Europeans reached North America, many Native Americans grew these foods together in one plot, along with the less familiar sunflower. They called the plants sisters to reflect how they thrived when they were cultivated together. Today three-quarters of Native Americans live off of reservations , mainly in urban areas. And nationwide, many Native American communities lack access to healthy food . As a scholar of Indigenous studies focusing on Native relationships with the land, I began to wonder why Native farming practices had declined and what benefits could emerge from bringing them back. To answer these questions, I am working with agronomist Marshall McDaniel , horticulturalist Ajay Nair , nutritionist Donna Winham and Native gardening projects in Iowa, Nebraska, Wisconsin and Minnesota. Our research project, “Reuniting the Three Sisters,” explores what it means to be a responsible caretaker of the land from the perspective of peoples who have been balancing agricultural production with sustainability for hundreds of years. Historically, Native people throughout the Americas bred indigenous plant varieties specific to the growing conditions of their homelands. They selected seeds for many different traits, such as flavor, texture and color . Native growers knew that planting corn, beans, squash and sunflowers together produced mutual benefits. Corn stalks created a trellis for beans to climb, and beans’ twining vines secured the corn in high winds. They also certainly observed that corn and bean plants growing together tended to be healthier than when raised separately. Today we know the reason: Bacteria living on bean plant roots pull nitrogen – an essential plant nutrient – from the air and convert it to a form that both beans and corn can use . Squash plants contributed by shading the ground with their broad leaves, preventing weeds from growing and retaining water in the soil. Heritage squash varieties also had spines that discouraged deer and raccoons from visiting the garden for a snack. And sunflowers planted around the edges of the garden created a natural fence, protecting other plants from wind and animals and attracting pollinators. Interplanting these agricultural sisters produced bountiful harvests that sustained large Native communities and spurred fruitful trade economies . The first Europeans who reached the Americas were shocked at the abundant food crops they found. My research is exploring how, 200 years ago, Native American agriculturalists around the Great Lakes and along the Missouri and Red rivers fed fur traders with their diverse vegetable products. As Euro-Americans settled permanently on the most fertile North American lands and acquired seeds that Native growers had carefully bred, they imposed policies that made Native farming practices impossible . In 1830 President Andrew Jackson signed the Indian Removal Act , which made it official U.S. policy to force Native peoples from their home locations, pushing them onto subpar lands. On reservations, U.S. government officials discouraged Native women from cultivating anything larger than small garden plots and pressured Native men to practice Euro-American style monoculture. Allotment policies assigned small plots to nuclear families, further limiting Native Americans’ access to land and preventing them from using communal farming practices. Native children were forced to attend boarding schools, where they had no opportunity to learn Native agriculture techniques or preservation and preparation of Indigenous foods . Instead they were forced to eat Western foods, turning their palates away from their traditional preferences. Taken together, these policies almost entirely eradicated three sisters agriculture from Native communities in the Midwest by the 1930s. Today Native people all over the U.S. are working diligently to reclaim Indigenous varieties of corn, beans, squash, sunflowers and other crops . This effort is important for many reasons. Improving Native people’s access to healthy, culturally appropriate foods will help lower rates of diabetes and obesity , which affect Native Americans at disproportionately high rates. Sharing traditional knowledge about agriculture is a way for elders to pass cultural information along to younger generations. Indigenous growing techniques also protect the lands that Native nations now inhabit, and can potentially benefit the wider ecosystems around them. But Native communities often lack access to resources such as farming equipment, soil testing, fertilizer and pest prevention techniques. This is what inspired Iowa State University’s Three Sisters Gardening Project. We work collaboratively with Native farmers at Tsyunhehkw , a community agriculture program, and the Ohelaku Corn Growers Co-Op on the Oneida reservation in Wisconsin; the Nebraska Indian College , which serves the Omaha and Santee Sioux in Nebraska; and Dream of Wild Health , a nonprofit organization that works to reconnect the Native American community in Minneapolis-St. Paul, Minnesota, with traditional Native plants and their culinary, medicinal and spiritual uses. By growing corn, beans and squash in research plots, we are helping to quantify how intercropping benefits both plants and soil . By documenting limited nutritional offerings at reservation grocery stores , we are demonstrating the need for Indigenous gardens in Native communities. By interviewing Native growers and elders knowledgeable about foodways, we are illuminating how healing Indigenous gardening practices can be for Native communities and people – their bodies, minds and spirits. Our Native collaborators are benefiting from the project through rematriation of rare seeds grown in ISU plots, workshops on topics they select and the new relationships they are building with Native gardeners across the Midwest. As researchers, we are learning about what it means to work collaboratively and to conduct research that respects protocols our Native collaborators value, such as treating seeds, plants and soil in a culturally appropriate manner. Melon was a minor winner on the Flat at Haydock in September and this looks a tough contest for his hurdles debut. 3.17 Advertisement CHOCCABLOC won first-up last season and can repeat the feat for Nicky Henderson. He progressed nicely last season and finished with a good second over this trip at Ayr’s Scottish Grand National meeting. He starts handicapping off a fair mark. Getalead has been busy this season, winning three of his past four runs at lesser levels. This trip suits and he gets on well with today’s rival who takes off a handy 7lb. Aam Aadmi Party (AAP) MLA Naresh Balyan was detained by the Delhi Police on Saturday in connection with an alleged extortion case dating back to 2023. The detention comes shortly after the release of an alleged audio clip by the Bharatiya Janata Party (BJP), in which Balyan is purportedly heard discussing extortion tactics with a gangster to target a businessman. According to the Delhi Police Crime Branch, Balyan is currently being questioned as part of their ongoing investigation into the extortion case. "AAP MLA Naresh Balyan has been detained by Delhi Police and is being questioned by the crime branch in the alleged 2023 extortion case," ANI quoted the police as saying. Earlier today, Delhi BJP President Virendra Sachdeva accused the AAP of "extorting money from the public" in the national capital. Luanda (Angola), Dec 3 (AP) President Joe Biden arrived for his long-awaited first presidential visit to sub-Saharan Africa on Monday to the cheers of thousands in Angola, where he will highlight an ambitious US-backed railway project meant to counter China's influence on the continent of over 1.4 billion people. Biden's three-day visit to Angola will focus largely on the Lobito Corridor railway redevelopment in Zambia, Congo and Angola. It aims to advance the US presence in a region rich in the critical minerals used in batteries for electric vehicles, electronic devices and clean energy technologies. Biden's trip comes weeks before Republican Donald Trump takes office on Jan. 20, finally delivering on Biden's pledge to visit sub-Saharan Africa. On his way to Angola, he stopped in the Atlantic Ocean island nation of Cape Verde for a brief, closed-door meeting with Prime Minister Ulisses Correia e Silva. Biden plans to meet with Angolan President João Lourenço in the capital, Luanda, where crowds lined the streets for his arrival, and visit the National Slavery Museum. He also will travel to the Atlantic port city of Lobito for a look at the rail project. He will announce new developments on health, agribusiness and security, White House officials said. Biden had been expected to visit Africa last year after reviving the US-Africa Summit in December 2022. The trip was pushed back to 2024 and delayed again this October because of Hurricane Milton, reinforcing a sentiment among some Africans that their continent is still low priority for Washington. The last US president to visit sub-Saharan Africa was Barack Obama in 2015. Biden did attend a United Nations climate summit in Egypt in North Africa in 2022. “I just kind of push back on the premise that this is some Johnny-come-lately trip at the very end,” national security spokesman John Kirby told reporters on board Air Force One on the way to Angola, noting that top administration officials had visited Africa, including Vice President Kamala Harris. “This is something he (Biden) has been focused on since he became president of the United States.” A new strategy Critical minerals are a key field for US-China competition, and China has a stranglehold on Africa's critical minerals. The US has for years built relations in Africa through trade, security and humanitarian aid. The 800-mile (1,300-kilometer) railway upgrade is a different move and has shades of China's Belt and Road foreign infrastructure strategy. The Biden administration has called the corridor one of the president's signature initiatives, yet Lobito's future and any change in US engagement with the continent depends on the incoming administration of President-elect Trump. “President Biden is no longer the story,” said Mvemba Dizolele, director of the Africa Program at the Center for Strategic and International Studies, a Washington-based think tank. “Even African leaders are focused on Donald Trump.” A fit for Trump's vision? The US has committed USD 3 billion to the Lobito Corridor and related projects, administration officials said, alongside financing from the European Union, the Group of Seven leading industrialized nations, a Western-led private consortium and African banks. “A lot is riding on this in terms of its success and its replicability,” said Tom Sheehy, a fellow at the United States Institute of Peace, a nonpartisan federal research institution. He called it a flagship for the G7's new Partnership for Global Infrastructure and Investment, which was driven by Biden and aims to reach other developing nations as a response to China's Belt and Road. Many are optimistic that the Lobito project, which won't be complete until well after Biden has left office, will survive a change of administration. Blunting China has bipartisan backing and is high on Trump's to-do list. “As long as they keep labeling Lobito one of the main anti-China tools in Africa, there is a certain likelihood that it's going to keep being funded,” said Christian-Géraud Neema, who analyzes China-Africa relations for the Carnegie Endowment for International Peace. Kirby said the Biden administration hopes Trump and his team see the value in Lobito but “we are still in office. We still have 50 days. This is a key major development not just for the United States and our foreign policy goals in Africa, but for Africans.” Only a starting point The Lobito Corridor will be an upgrade and extension of a railway line from the copper and cobalt mines of northern Zambia and southern Congo to Angola's port of Lobito, strengthening a route west for Africa's critical minerals. It also ultimately aims to extend from Zambia and Congo to Africa's east coast through Tanzania and be a coast-to-coast rail link. While Biden's administration called it a “game-changer” for US investment in Africa, it's little more than a starting point for the US and its partners, with China dominant in mining in Zambia and Congo.
