Besides the restoration of the caretaker government system, capping the tenures of a prime minister at two terms and a proportional representation system, the reform commission is likely to recommend giving more powers to the Election Commission (EC). While discussing the updates on the reform commission's work with The Daily Star recently, Badiul said the other points under consideration include increasing women's seats in parliament, the reintroduction of "no vote" on ballot papers, and allowing Bangladeshi migrants to cast their votes from abroad. PUNISHMENT 'A MUST' The last general election in January had been at the centre of controversy as it was not competitive and inclusive due to a boycott by the major opposition parties, including the BNP. The AL had to field dummy independent candidates, many of whom were leaders of the party, to make the polls appear participatory. The 2018 election became controversial with opposition parties alleging ballot-box stuffing the night before election day. In January 2019, the Jatiya Oikya Front alleged before the EC that between 30 and 60 percent of the votes were cast the night before. The government can appoint its desired people as CEC and election commissioners under the law, he said. "There is weakness in the law, which is not befitting this era". To avoid manipulation of the system, the reform commission chief said, representatives from the opposition and the third-largest party in parliament, along with the treasury bench, should be included in the search committee responsible for selecting nominees for the CEC and other election commissioners' posts. The commission is likely to recommend restoring the provision of the Representation of the People Order, 1972 (RPO) that empowered the EC to postpone elections at any stage after announcing the schedule. After an amendment in July 2023, the EC now can postpone elections only on the polling day. He noted that the RPO includes provisions for taking action against election offenders, but no significant action was seen in the past. Asked about his thoughts on empowering the EC, Badiul said, "We will try to increase the powers of the independent Election Commission. It is under our consideration." He said, "It is also important to mention that we cannot make any individual independent. According to the constitution, the Election Commission is already independent. However, we cannot force someone to act independently if they have a subservient attitude. "That is why we are advocating for a law to ensure the appointment of neutral individuals as the CEC and ECs. If this happens, meaningful changes can take place." WASHINGTON (AP) — The United States should proceed cautiously as officials consider new natural gas export terminals, Energy Secretary said Tuesday, warning that “unfettered exports” of liquefied natural gas, or LNG, could raise wholesale domestic prices by more than 30% and increase planet-warming greenhouse gas emissions. Many things have happened in the last few years. There was a mindset that Muslims did not react (to events) logically. The reaction (to the book's reappearance) has been muted, which is the correct reaction. We are hurt, but we cannot react violently." Others who had seen the protests that led to the book's ban said that the Muslim community is now facing so many challenges, both politically and socially, that the book is another irritant. Farid Khan, president of the literary group Urdu Caravan, said that he had watched the protests in Mumbai and the police reaction to it. "At that time people felt that they had a friendly government that would listen to them. There have been so many events since then - the 1993 riots, the demolition of the Babri Masjid. People have seen worse things. A book looks irrelevant after all these," said Khan. Noting that no document exists to enforce the ban, the Delhi High Court said: “We have no other option except to presume that no such notification exists.”The book's publishers in India - Penguin Random House - have not commented about republishing a new edition. U.S. Approves $130 Million Precision Guidance Sale to NorwayWASHINGTON – The United States should proceed cautiously as officials consider new natural gas export terminals, Energy Secretary Jennifer Granholm said Tuesday, warning that “unfettered exports" of liquefied natural gas, or LNG, could raise wholesale domestic prices by more than 30% and increase planet-warming greenhouse gas emissions. Granholm's statement came as the Energy Department released a long-awaited study on the environmental and economic impacts of natural gas exports , which have grown exponentially in the past decade. The analysis found that U.S. LNG shipments drive up domestic prices and frequently displace renewable energy sources such as wind and solar power. Recommended Videos Increased LNG exports also would lead to higher global greenhouse gas emissions, even with use of technology such as equipment to capture and store carbon emissions, the report said. “Today’s publication reinforces that a business-as-usual approach (to LNG exports) is neither sustainable nor advisable,'' Granholm said. The Energy Department report comes after the Biden administration paused approvals of new LNG projects in January to study the effects LNG exports have on the planet. Natural gas emits methane, a potent greenhouse gas, when burned, leaked or released. LNG is especially energy intensive, since the gas must be retrieved through underground drilling, then piped to export terminals along the East and Gulf coasts. The gas is then “superchilled” into a liquid that is taken by tanker ships to import terminals in Europe and Asia, where it is then reheated into gas and distributed for business and family use. The oil and gas industry, along with Republican allies in Congress, have decried the LNG pause as unnecessary and counter-productive, and President-elect Donald Trump has vowed to end the pause on his first day in office . The pause is on hold under a federal court order , but few new terminals have been approved in the past year. The Energy Department said last week it will not decide on two major LNG export projects in Louisiana until the independent Federal Energy Regulatory Commission completes environmental reviews of each project. By Kate Linthicum, Los Angeles Times (TNS) LOS ANGELES — Each day, an army of trucks delivers tens of thousands of pounds of fresh fruit and vegetables to Mexico City’s Central de Abasto, one of the world’s largest wholesale food markets. Most of the produce finds its way to people’s kitchens, and eventually their stomachs. But around 420 tons goes bad each day before it can be sold. It ends up, like so much food around the world, in a landfill. Globally, a staggering one third of all food that is produced is never eaten. That waste — more than 1 billion tons annually — fuels climate change. As organic matter decomposes, it releases methane , a greenhouse gas that is much more potent than carbon dioxide when it comes to warming the planet. The United Nation estimates that up to 10% of all human-produced greenhouse gases are generated by food loss and waste. That’s nearly five times the emissions from the aviation industry. For many years, scientists and policy makers have been largely focused on addressing other drivers of climate change, especially the burning of fossil fuels, which is by far the largest contributor to global emissions. But food waste has recently been drawing more international attention. The issue was on the agenda at this month’s United Nations climate summit in Azerbaijan, where for the first time, leaders signed a declaration calling for countries to set concrete targets to reduce methane emissions caused by organic waste. Only a handful of the 196 countries that have signed the Paris Agreement on climate change have incorporated food waste commitments into their national climate plans, according to the UK-based nonprofit Waste & Resources Action Program. Many more nations are like Mexico, which is just beginning to assess how it can reduce the 20 million tons of food wasted annually here. A recent report by the World Bank identified several waste hotspots in the country, including the Central de Abasato, which stretches across 800 acres on the south side of the capital. In the dense warren of stalls, the best-looking produce is displayed prominently: ripe bananas, glistening limes and orderly rows of broccoli and asparagus. In the back are fruits and veggies that no longer look perfect: mushy papayas, wilting spinach and bruised tomatoes. But they say there are relatively pain-free ways to reduce waste at all stages — from producer to consumer. The simplest thing is to reduce the amount of extra food being produced in the first place. But other solutions include fixing inefficient machinery that makes it hard to harvest all of a crop, bettering poor roads that prevent food from making it from farm to table and improving packaging, so food stays good for longer. At the end of the chain, restaurant workers can be better trained to prepare food in a way that avoids waste. Retailers can be encouraged to avoid over-buying and to stop the practice of stocking only perfect-looking produce and discarding the rest. And consumers can be encouraged to eat all of what they buy and lower the temperatures on their refrigerators to delay food from going bad. There has also been a major push to get retailers to change how they label foods, given that many consumers throw out products if they are past their sell-by date. “We should be making sure that our food safety policies are not getting in the way of our climate goals,” Reynolds said. California Gov. Gavin Newsom recently signed a bill, AB 660, that would bar food-sellers from using the term “sell by” on packages, requiring them to switch to “use by” or “best if used by.” Advocates say it would dissuade Californians from throwing away food that is still good. Other efforts are focused on recovery and redistribution — getting food that is about to spoil into the hands of hungry people. Each year 783 million people around the world go hungry, with a third of the global population facing food insecurity. World leaders “are starting to make the connection between the the climate impact and social impact,” said Ana Catalina Suárez Peña, an advocate with the Global FoodBanking Network, which works with food banks in more than 50 countries. Her organization recently developed a calculator for food banks and businesses that allows them to measure the volume of methane avoided by curbing food waste. The group found that six community-led food banks in Mexico and Ecuador prevented a total of 816 metric tons of methane over a year by redistributing food that would otherwise have gone to landfill. That is the equivalent of keeping 5,436 cars off the road for a year. Tools to measure food waste — and the savings generated from avoiding it — are an important part of tackling the problem, said Oliver Camp, a food systems adviser at the COP summit. Though he was heartened by the summit declaration calling on countries to set targets for avoiding food waste in their climate plans, he said there was still much progress to be made. Countries need to implement a “comprehensive, costed national strategy based on data as to where food loss and waste is occurring, and evidence-based interventions to avoid it,” he said. The World Bank analysis of Mexico found that most of the country’s emissions come from the energy and transportation sectors, but that the food wasted here is the fifth biggest contributor. “There is an overproduction by farmers,” said Adriana Martínez, 48, who runs a stall at the Central de Abastos that she inherited from her late father. She said customers “only want food that looks perfect.” Each week, about 30% of her product begins to go bad. In the past, she would have sent it to the overflowing dumpsters that sit behind the market. But now she calls up a market organizer who connects her with a local food bank. The previous Trump administration did not increase the skilled visa program, instead clamping down on visas for students and educated workers, increasing denial rates. Not everyone in corporate America thinks the skilled worker program is great. Former workers at IT company Cognizant recently won a federal class-action lawsuit that said the company favored Indian employees over Americans from 2013 to 2022. A Bloomberg investigation found Cognizant, and other similar outsourcing companies, mainly used its skilled work visas for lower-level positions. Workers alleged Cognizant preferred Indian workers because they could be paid less and were more willing to accept inconvenient or less-favorable assignments. According to a November 2024 report from ICE Mortgage Technology, the monthly principal and interest payment on an average-priced home is $2,385. While that’s not the highest it’s ever been, it’s still a sharp increase — nearly 80% — from just three years ago. In November 2021, when mortgage rates averaged 3%, the monthly principal and interest on an average-priced home was $1,327 per month. So here’s the key to buying in 2025: Look ahead, not back. Regret won’t help you budget for today’s new normal. And with this year’s election also in the rearview mirror, so is some uncertainty among buyers and sellers that historically slows the market during every presidential election cycle. “People have just been kind of sitting waiting to see what’s going to happen,” says Courtney Johnson Rose, president of the National Association of Real Estate Brokers, an industry group for Black real estate agents. “I’m hopeful that the new year will bring more attention to real estate, more excitement to real estate, and more opportunities for first-time home owners to get in the game.” Preparing to buy a house is a lot like dressing for the weather. It’s easier when the outlook is sunny — but with some planning, you can gear up to face any condition. Here’s what housing market experts are forecasting for the upcoming year. First, home prices: We’ll likely see more modest growth in 2025, a change from skyrocketing prices in recent years. After 16 consecutive months of year-over-year price increases, the median existing-home sales price hit $407,200 in October, according to the National Association of Realtors. In 2025, with more supply trickling in to temper price increases, NAR chief economist Lawrence Yun forecasts a median existing-home sales price of $410,700, up just 2% over this year. Next, housing inventory: Demand still outpaces supply. While we don’t expect a return to a buyer’s market, competition should be less cutthroat. Realtor.com forecasts a balanced market in 2025 with an average 4.1-month supply of homes for sale, up from an average 3.7-month supply so far in 2024. That would make 2025 the friendliest market for buyers since 2016, which had an average 4.4-month supply. Finally, mortgage rates: After topping 8% in October 2023, the 30-year mortgage rate has slowly eased into the 6.5%-7% range this year. Rate cuts from the Federal Reserve have helped nudge that downward. Despite earlier optimism, forecasters’ latest consensus is for rates to effectively plateau above 6% throughout 2025. That said, every year has its wild cards. In 2025, it’s still uncertain how President-elect Donald Trump and a Republican-led Congress might shake up regulations and tax policies that affect the U.S. housing market. National forecasts don’t analyze what matters most: Your personal cash flow. To get ready to buy, first meet with a financial advisor or use an online calculator to determine how much house you can afford . You can also get free or low-cost advice from a housing counselor sponsored by the U.S. Department of Housing and Urban Development (HUD). Next, look into down payment and closing cost assistance from state housing finance agencies, local governments, nonprofits and mortgage lenders. Your employer or labor union might offer assistance, too. First-time buyers with income below their area median have the most options, but repeat or higher-income borrowers can qualify for some programs as well. “I think that there’s a lot of free money being left out there,” Rose says. Your not-so-secret weapon for buying in 2025 just might be an experienced buyer’s agent. “Anybody can write a contract,” says Sharon Parker, associate broker with Tate & Foss Sotheby’s International Realty in Rye, New Hampshire. “But you need somebody who’s seen the market, the ups and downs, who knows how to get creative because every transaction is different.” Following a settlement with the NAR , buyers can now negotiate their agent’s compensation up front. (Previously, home sellers took on that task.) While new norms are still shaking out, Rose says she hasn’t seen too much drama since the change took effect in August. “So as long as buyers remember that we have to talk about this in the beginning of our relationship, everything typically works out fine,” she says. Finally, it’s time to shop for a mortgage. To get the best interest rate, get a quote with at least three different lenders. You could also delegate the shopping to a mortgage broker, who can compare quotes and even negotiate a lower rate on your behalf. Though brokers charge a fee, their access to more mortgage options and lower rates can often mean net savings overall. With a mortgage preapproval in hand, it’s go time. And you don’t have to wait until spring: If you’re ready to buy now, buyers have less competition and more negotiating power from December through February, so you could snag a deal. “The people who are selling and the people who are buying in the off season are very serious,” Parker says. “They’re not just lookie-loos.” However, lower inventory means fewer choices for buyers. So start your search prepared to compromise — a “good enough” house will still help you build equity. If a down payment or monthly mortgage payment is financially out of reach, there’s no shame in postponing your search to pad your savings. And owning a home isn’t the right lifestyle choice for everyone, with the ongoing commitment of money and time. But once you’re ready to buy — whether for the first time, or to upgrade or downsize — avoid the trap of waiting for a dip in mortgage rates. “Nobody can predict what the market, or the world, is going to do,” Parker says. “There is no better time than right now.” Mortgage rates will always fluctuate, and if they drop significantly, you can refinance.
