Micron is planning to build a large semiconductor plant on this site on Route 31 in Clay. (Rick Moriarty | rmoriarty@syracuse.com) Rick Moriarty | rmoriarty@syracuse.com Trish LaMonte | tlamonte@syracuse.com Dear reader, Micron Technology’s plan to build a $100 billion microchip fabrication complex at White Pine Commerce Park in Clay took a major step forward this week, as the company signed a historic deal with the federal government . Reporter Glenn Coin has been covering Micron for syracuse.com and The Post-Standard since the plan was first announced two years ago. I asked him to share with readers the significance of what happened this week and the most important next steps for the project. “The Biden administration signed a final deal guaranteeing Micron up to $4.6 billion from the federal CHIPS Act to build two chipmaking plants in Clay. Micron has said it wouldn’t build plants in the U.S. without heavy government subsidies, so this grant was essential to the Clay project,” Glenn explained. “And it’s not even the biggest taxpayer subsidy: Micron could net more than $11 billion in federal investment tax credits and $3 billion or more in local and state subsidies.” There has been some concern about the project locally after both House Speaker Mike Johnson and President-elect Donald Trump spoke critically of the CHIPS bill before the election, but Glenn said Sen. Charles Schumer has assured the Micron deal is now “locked in” and that the new administration will have to honor contracts that have already been signed. “There is still some concern, however, that a Republican administration and Congress could put up other obstacles, including trying to change the regulations for the big investment tax credit,” Glenn said. “It’s important to remember, though, that while President-elect Trump and House Speaker Mike Johnson have criticized the CHIPS Act, the law won bipartisan support and is funding projects around the country, including many in red states.” In terms of next steps for the project in Clay , Glenn says the target of a November 2025 groundbreaking is aggressive given all that needs to happen before then. “Micron needs to acquire a long list of approvals from local, state and federal agencies before it can start building in Clay. The first major step is the environmental review by the state and federal agencies. That process starts next week and will likely extend into spring. Then Micron needs permits to fill in hundreds of acres of wetlands, cut down trees that harbor endangered bats, build a rail spur to bring in construction materials, and release chemicals into the air and water, etc. It’s an aggressive schedule, and there’s a lot of pressure to make it happen,” he said. We’ll have in depth coverage of the environmental impact statement when it’s released. “Like the one for I-81, it will be thousands of pages long,” Glenn said. “That report will examine Micron’s potential impacts on everything from air quality to traffic to job creation, and it will suggest ways to reduce those impacts. Felix Okpara had 10 points and 11 rebounds for the Volunteers (7-0). Zakai Zeigler added 11 points and nine assists, and Igor Milicic had 13 rebounds and nine points. The Skyhawks (2-5) were led by Josu Grullon's 15 points. Lanier scored 11 points in the first half as Tennessee built a 35-20 lead at the half. Grullon had 10 for UT Martin. UT Martin: Dropped its fifth straight after two opening wins under first-year coach Jeremy Shulman. After 21 wins last year, the Skyhawks brought in 16 newcomers this season. They are picked to finish 10th in the Ohio Valley Conference. Tennessee: After receiving the news that 6-foot-9 sophomore J.P. Estrella will miss the entire season with a foot injury, the Vols have had to go back to the drawing board to determine their rotation on the front court. From late in the first half to early in the second half, Tennessee scored 14 straight points and turned a 10-point lead into a 44-20 advantage. Zakai Zeigler had five of those points. UT Martin committed 18 turnovers. Five of those were shot-clock violations. Tennessee scored 24 points off the turnovers. UT Martin will be at Charleston Southern next Tuesday.
