ERWIN — The Unicoi County Emergency Management Agency director said Tuesday he wrongly identified a group of people in the area he deemed suspicious as “Sierra 55.” Jimmy Erwin issued an apology and deleted a social media post he published Monday night in which he accused Sierra 55 of wrongdoing. “I have found out that the (Sierra) 55 group working in Washington County ... has been helping the community very well,” he wrote. “I appreciate all the calls I got last night and this morning. I was wrong and apologize to this group of (Sierra) 55.” In his social media post, Erwin thanked Sierra 55 for “assisting” the residents of Washington County. During a Unicoi County Commission meeting on Monday night, Erwin said a team “came into Unicoi County saying that they were the search and rescue team.” Erwin identified the group as “Strategical Rescue 55,” referring to Sierra 55. He said the Tennessee Bureau of Investigation was investigating the group after Washington County filed a complaint against them. He also said Mitchell and Yancey Counties in North Carolina “ran them out of their two counties” for trying to solicit money and not following orders. However, the TBI said Tuesday they have not received a request to investigate any group that has been active in the Tri-Cities area for fraud or scamming residents in relation to Hurricane Helene relief efforts. Chandigarh: Punjab has sought Rs 1,000 crore Central assistance to strengthen its police infrastructure and security efforts in the border districts, among a slew of other demands, at a pre-budget meeting with Union Finance Minister Nirmala Sitharaman held in Jaisalmer, an official statement said on Sunday. Industrial incentives similar to those provided to Jammu and Kashmir and the neighbouring hill states were also sought to support the MSMEs in Punjab's border and sub-mountainous regions, a Punjab government statement said on Sunday. Quoting Punjab Finance Minister Harpal Singh Cheema, the statement said the state has strongly raised the demand to restore NABARD's Short-Term Seasonal Agricultural Operations (ST-SAO) limit to Rs 3,041 crore, from the reduced limit of Rs 1,100 crore, for FY 2024-25. Cheema said this restoration is vital to prevent farmers from turning to moneylenders, aligning with the 'Sahakar se Samriddhi' principle. Referring to the Vande Bharat train connecting Amritsar with New Delhi, Punjab government requested for a similar train to connect Bathinda, Punjab's agricultural and commercial hub, with the national capital to ensure seamless connectivity for the Malwa region of the state. Cheema also proposed financial support to address crop residue management in Punjab, saying despite providing 1.45 lakh crop residue management (CRM) machines since 2018, high operational costs remain a challenge. The Punjab government has proposed an incentive of Rs 2,500 per acre, with Rs 2,000 per acre from the Centre and Rs 500 per acre from the state, as per the statement. Out of the total estimated cost of Rs 2,000 crore for this initiative, the government of India has been requested to provide Rs 1,600 crore as budgetary support, the statement said. Cheema also requested the Centre for a special budgetary allocation for paddy diversification, saying diversifying cultivation across 10 lakh hectares could result in substantial savings of more than Rs 30,000 crore. The Punjab government has proposed allocating a portion of these savings towards a comprehensive diversification package, Cheema said. For the Pradhan Mantri Awas Yojana (Gramin) scheme, Cheema proposed enhancing the grant from Rs 1.2 lakh to Rs 2.5 lakh per beneficiary to accommodate rising construction costs. The minister also highlighted the need to release pending funds under the National Health Mission (NHM) amounting to Rs 1,119 crore, besides requesting an increase in the honorarium for cook-cum-helpers under the PM Poshan Abhiyaan from Rs 600 to Rs 2,000 per month. Additionally, Punjab sought support for urban transportation, requesting Rs 300 crore for the procurement of 250 electric buses and the installation of charging points. The state also called for reimbursement of procurement costs by the government of India, modernisation of driving licence testing with advanced technology, and reimbursement of pending rural development fee (RDF) amounting to Rs 6,857 crore. Expressing gratitude to Sitharaman for giving Punjab the opportunity to present its suggestions, Cheema said the state's demand for an incentive package to address the unique challenges faced by it, particularly due to its proximity to a hostile border with Pakistan, is crucial to bolster infrastructure and security measures. He also expressed hope that the upcoming Union Budget will act as a catalyst for fostering citizen welfare, driving regional development, and spurring economic growth, the statement said. TEL AVIV, Israel — The independent civilian commission of inquiry into the October 2023 Hamas attack on Israel has found Prime Minister Benjamin Netanyahu directly responsible for the failures leading up to the attack, alongside former defense ministers, the army chief and the heads of the security services. The civil commission presented its findings today after a four-month probe in which it heard some 120 witnesses. It was set up by relatives of victims of the Hamas attack, in response to the absence of any state probe. The commission determined that the Israeli government, its army and security services “failed in their primary mission of protecting the citizens of Israel.” It said Netanyahu was responsible for ignoring “repeated warnings” ahead of Oct. 7, 2023 for what it described as his appeasing approach over the years toward Hamas, and for “undermining all decision-making centers, including the cabinet and the National Security Council, in a way that prevented any serious discussion” on security issues. It's been on my mind since the very first foldable: At what point will these shape-shifting phones be affordable enough for everyone to buy? The first iterations were understandably expensive because of the R&D and materials that manufacturers had put in -- and also because of innovation -- so it was only a matter of time before processes became more streamlined and the entry price dropped, right? On paper, the Razr's 64MP dual camera system should yield more flattering photos than it does, but Motorola's image processing is its biggest Achilles heel. The lack of a dedicated telephoto lens means the Razr has to create an artificial bokeh effect, which can sometimes blur subjects more than it should (see the top of this Halloween desk contest entrant's headphones). Having the external display also means you can take fantastic-looking selfies by leveraging the rear cameras instead of the front-facing one. Again, something only a foldable phone can do. ZDNET's buying advice Shopping in the mid-range market can be difficult because it's all about how manufacturers balance specs and features, and how those values align with your personal needs. In the case of the Motorola Razr , its foldable form factor alone makes it stand out from a sea of glass slabs, and the $399 (currently $339) price makes it the most accessible option of its kind. Of course, you'll have to be OK with its compromises, including the just-average camera system, smaller external display, and 128GB storage limit. Thieves in England stole a van containing 2,500 pies, with the value of the savory treats estimated to be about £25,000, or $31,600 U.S. dollars. Michelin-star chef Tommy Banks took to social media Monday to report the robbery, saying on Instagram that the van and 2,500 pies that were set to be sent to the York Christmas Market had been stolen. The BBC reported that the stolen pies were savory and included steak and ale pies, turkey and cranberry pies and butternut squash pies. "Out there somewhere is our van and nearly a ton of pies with my name written all over them," Banks said. Banks is the owner of the Michelin-starred restaurant The Black Swan in Oldstead, a village north of the city of York, along with other several other food businesses in northern England. "They probably didn’t bargain for the nearly ton of pies' In his first Instagram plea, Banks acknowledged the hard work that had gone into making the pies, and addressed the robbers, asking that they drop the pies off to a community center, "so we can at least give them to people who need food and they are not wasted." "I know you’re a criminal, but maybe just do something nice because it’s Christmas and maybe we can feed a few thousand people with these pies that you’ve stolen. Do the right thing," Banks added in the video . On Tuesday, however, the fate of the pies became clear, as the van was recovered by police. The pies, which were heavily damaged, were still inside. North Yorkshire Police reported that a van that was stolen from a business park in the town of Melmerby at some time over the weekend had been found "abandoned with false number plates in the Hemlington area of Middlesbrough." The theft is still under police investigation as of Dec. 3 and no arrests have been made. Banks said in a follow-up video Tuesday that the "the whole this is a total write-off, to be honest, which is a real shame ... Not the ending to this story I was hoping for." In his first post about the crime itself, he had a message for whoever stole the van and pies: "I think you are a thieving piece of (expletive) and I hope you don’t get any presents this Christmas." And in other culinary crime news ... Last month, British police arrested a man implicated in connection with a cheddar cheese theft involving cheese stolen from Neal's Yard Dairy, a leading specialist London cheese retailer.
