ST. LOUIS (AP) — Missouri’s governor on Monday denied clemency for Christopher Collings , a death row inmate facing execution for sexually assaulting and killing a 9-year-old girl and leaving her body in a sinkhole. Collings, 49, is scheduled to receive a single injection of pentobarbital at 6 p.m. CST Tuesday at the state prison in Bonne Terre, Missouri, for the 2007 killing of fourth-grader Rowan Ford. It would be the 23rd execution in the U.S. this year and the fourth in Missouri. “Mr. Collings has received every protection afforded by the Missouri and United States Constitutions, and Mr. Collings’ conviction and sentence remain for his horrendous and callous crime,” Republican Gov. Mike Parson said in a statement. Parson’s decision likely sealed Collings’ fate. Earlier Monday, the U.S. Supreme Court denied an appeal on behalf of Collings, without comment. No additional appeals are planned, Collings' attorney, Jeremy Weis, said. Parson's decision was not unexpected — a former sheriff, Parson has overseen 12 previous executions without granting clemency. Weis said Parson has allowed other executions to proceed for inmates with innocence claims, intellectual disabilities and for men who were “reformed and remorseful” for their crimes. “In each case of redemption, the Governor has ignored the evidence and sought vengeance,” Weis said in a statement. Collings confessed to killing Rowan, a child who referred to him as “Uncle Chris” after Collings lived for several months with the girl’s family in tiny Stella, Missouri. Rowan was killed on Nov. 3, 2007. Her body was found in a sinkhole outside of town six days later. She had been strangled. The clemency petition said an abnormality of Collings’ brain causes him to suffer from “functional deficits in awareness, judgment and deliberation, comportment, appropriate social inhibition, and emotional regulation.” It also noted that he suffered from frequent and often violent abuse as a child. “The result was a damaged human being with no guidance on how to grow into a functioning adult,” the petition stated. The petition also challenged the fairness of executing Collings when another man charged in the crime, Rowan’s stepfather, David Spears, also confessed but was allowed to plead to lesser crimes. Spears served more than seven years in prison before his release in 2015. Collings told authorities that he drank heavily and smoked marijuana with Spears and another man in the hours before the attack on Rowan, according to court records. Collings said he picked up the sleeping child from her bed, took her to the camper where he lived and assaulted her there. He said he strangled the child with a rope when he realized she recognized him. Collings told investigators that he took the girl's body to a sinkhole. He burned the rope used in the attack, along with the clothes he was wearing and his bloodstained mattress, prosecutors said. Spears also implicated himself in the crimes, according to court documents and the clemency petition. A transcript of Spears’ statement to police, cited in the petition, said he told police that Collings handed him a cord and that he killed Rowan. “I choke her with it. I realize she’s gone. She’s ... she’s really gone,” Spears said, according to the transcript. It was Spears who led authorities to the sinkhole where her body was found, according to court documents. No phone listing could be found for Spears. The Supreme Court appeal challenged the reliability of the key law enforcement witness at Collings’ trial, a police chief from a neighboring town who had four AWOL convictions while serving in the Army. Failure to disclose details about that criminal history at trial violated Collings’ right to due process, Weis contended. “His credibility was really at the heart of the entire case against Mr. Collings," Weis said in an interview. Three men have been executed in Missouri this year — Brian Dorsey on April 9, David Hosier on June 11 and Marcellus Williams on Sept. 24. Only Alabama, with six, and Texas, with five, have performed more executions than Missouri in 2024.

Syria’s embassy in Lebanon suspended consular services Saturday, a day after two relatives of were arrested at the Beirut airport with allegedly forged passports. Also on Saturday, Lebanese authorities handed over dozens of Syrians — including former officers in the Syrian army under Assad — to the new Syrian authorities after they were caught illegally entering Lebanon, a war monitor and Lebanese officials said. The embassy announced on its Facebook page that consular work was suspended “until further notice” at the order of the Syrian foreign ministry. The announcement did not give a reason for the suspension. Two Lebanese security officials, who spoke on condition of anonymity because they were not authorized to speak publicly, said the suspension was ordered because the at the embassy. Assad’s uncle, Rifaat Assad — who has been indicted in Switzerland on charges of war crimes and crimes against humanity — had flown out the day before on his real passport and was not stopped, the officials said. The U.K.-based Syrian Observatory for Human Rights reported Saturday that 70 Syrians, including former army officers, were handed over by a Lebanese security delegation to the security forces of the new Syrian government, led by the former insurgent group Hayat Tahrir al-Sham, or HTS. Three Lebanese judicial officials, speaking on condition of anonymity, confirmed the report. Regional countries have been quick to establish ties with Syria’s new rulers. Delegations of Libyan and Bahraini officials arrived in Damascus on Saturday on official visits. HTS leader Ahmad al-Sharaa, formerly known as Abu Mohammed al-Golani, has largely succeeded in calming fears within and outside of Syria that his group would unleash collective punishment against communities that supported Assad’s rule or attempt to impose strict Islamic law on the country’s religious minorities. However, in recent days, sporadic clashes have broken out between the HTS-led security forces and pro-Assad armed groups. The country’s new security forces have launched a series of raids targeting officials affiliated with Assad and have set up checkpoints in areas with significant populations of the Alawite religious minority to which the former president belongs to search for weapons. There have also been ongoing tensions and clashes in northeastern Syria between Kurdish-led forces and armed groups backed by Turkey. Many Kurds have viewed the new order in Damascus, which appears to have strengthened Turkey’s hand in Syria, with anxiety. Ankara sees the Kurdish-led Syrian Democratic Forces — a key U.S. ally in the fight against the Islamic State group — as an affiliate of its sworn enemy, the Kurdistan Workers’ Party, or PKK, which it classifies as a terrorist organization. The U.S. State Department said Saturday that Secretary of State Antony Blinken had spoken with Turkish Foreign Minister Hakan Fidan to “discuss the latest developments in Syria.” “Secretary Blinken emphasized the need to support a Syrian-led and Syrian-owned political process that upholds human rights and prioritizes an inclusive and representative government,” the statement said, adding that they “also discussed the shared goal of preventing terrorism from endangering the security” of Turkey and Syria. On Saturday, hundreds of protesters convened by Kurdish women’s groups participated in a demonstration in the northeastern city of Hasaka to demand women’s rights in the new Syria. Perishan Ramadan, a participant from Hasaka, said the new government “is worse than Bashar” and that its leaders are Islamist extremists who “don’t accept any role for women.” While the country’s new leaders have not attempted to impose Islamic dress or other conventions, it remains to be seen what role women will have in the new order and whether they will hold political or government positions. “Women must be present in the new constitution for Syria,” said Rihan Loqo, spokeswoman for the Kongra Star women’s organization. “... Fans are calling Emma Roberts’ son her “mini me.” The actor’s son, Rhodes, celebrated his fourth birthday on Friday, Dec. 27. To mark the occasion, Roberts shared several photos of him on Instagram , starting with a sweet snap of her son smiling wide for the camera. In another pic, Rhodes lays down in his mom's lap while she took a selfie of the duo. In the last photo of the post, Rhodes stood on top of an arcade game with his mom by his side. Roberts opened up about how she is trying to raise her son to be a gentleman and practice good manners during an April appearance on TODAY with Hoda & Jenna. “I’m trying to reinforce the ‘thank you,’ but take away the ‘no,’” she shared. “To things that are simple, like dinnertime: (He says) ‘No, thank you,’ and I’m like, ‘Actually, you’re welcome.’ “I feel like the way to get kids to do stuff, you have to present it in a very grand way, so I’m like, ‘Your bath is ready, sir. The 63-year-old writer was supposed to have been executed after being imprisoned for seven months. But he soon realized the men at the door weren’t from former Syrian President Bashar Assad’s notorious security forces, ready to take him to his death. Instead, they were rebels coming to set him free. As the insurgents swept across Syria in just 10 days to bring an end to the Assad family’s 50-year rule Dec. 8, they broke into prisons and security facilities to free political prisoners and many of the tens of thousands of people who disappeared since the conflict began back in 2011. Barhoum was one of those freed who were celebrating in Damascus. “I haven’t seen the sun until today,” Barhoum told The Associated Press after walking in disbelief through the streets of Damascus. “Instead of being dead tomorrow, thank God, he gave me a new lease of life.” Barhoum couldn’t find his cellphone and belongings in the prison, so he set off to find a way to tell his wife and daughters that he’s alive. Videos shared widely across social media showed dozens of prisoners running in celebration after the insurgents released them, some barefoot and others wearing little clothing. One of them screams in celebration after he finds out that the government has fallen. Syria’s prisons have been infamous for their harsh conditions. Torture is systemic, say human rights groups, whistleblowers and former detainees. Secret executions have been reported at more than two dozen facilities run by Syrian intelligence, as well as at other sites. In 2013, a Syrian military defector, known as “Caesar,” smuggled out over 53,000 photographs that human rights groups say showed clear evidence of rampant torture, but also disease and starvation in Syria’s prison facilities. Omar Alshogre, who was detained for three years and survived relentless torture, watched in awe from his home far from Syria as videos showed dozens of detainees fleeing. “A hundred democracies in the world had done nothing to help them, and now a few military groups came down and broke open prison after prison,” Alshogre, a human rights advocate who now resides in Sweden and the U.S., told The Associated Press. Meanwhile, families of detainees and the disappeared skipped celebrations of the downfall of the Assad dynasty. Instead, they waited outside prisons and security branch centers, hoping their loved ones would be there. They had high expectations for the newcomers who will now run the battered country. “This happiness will not be completed until I can see my son out of prison and know where he is,” said Bassam Masri. “I have been searching for him for two hours. He has been detained for 13 years,” since the start of the Syrian uprising in 2011. Rebels struggled to control the chaos as crowds gathered by the Court of Justice in Damascus. Heba, who gave only her first name while speaking to the AP, said she was looking for her brother and brother-in-law who were detained while reporting a stolen car in 2011 and hadn’t been seen since. “They took away so many of us,” said Heba, whose mother’s cousin also disappeared. “We know nothing about them ... They (the Assad government) burned our hearts.”
