But he offered up Thursday that he changed some of the language he was using after getting pushback from an Indian diplomat that some of his comments could sound like he was endorsing ideas of Sikh nationalism. Brown, who was a candidate for the leadership in 2022, was summoned to a House of Commons committee Thursday to answer questions on the 2022 race after a report from a committee on national security referred to allegations of Indian interference in an unspecified Conservative leadership campaign. “I don’t believe foreign intervention affected the final outcome of the Conservative leadership race,” Brown told the House of Commons public safety and national security committee Thursday. A CBC/Radio-Canada article this week quoted several confidential sources from Brown’s campaign alleging that representatives from India’s consulate interfered to undermine his leadership bid. On Monday, Brown posted on social media about the committee’s summons to say that he had no new evidence to add, and that the public inquiry on foreign interference was the proper venue to evaluate the allegations. Brown insisted to the committee Thursday that no members of the Indian government reached out to him or his campaign workers during his leadership bid, saying the relationship was “already very strained” at that point. The CBC News story also contained allegations that his national campaign co-chair Conservative MP Michelle Rempel Garner was pressured to withdraw her support for Brown — something she denied. When NDP MP Alistair MacGregor quizzed him on the news report, asking why she left the campaign, Brown said she left seeking to launch her own leadership bid to replace UCP leader Jason Kenney in Alberta — not from pressure from India. “At no time when we talked about her departing the campaign did she ever say it was over pressure from the consul general,” he said. He said the article likely referred to a conference call more than a month before she left, after the consul general raised concerns with Rempel Garner about Brown using the words “Sikh nation.” “The consul general had expressed directly to (Rempel Garner) that, obviously that was something they didn’t agree with, that it could be viewed in nationalistic terms towards the Sikh community,” he said. That led him to change the language he was employing to a Punjabi term that he said meant the same thing. Liberal MP Jennifer O’Connell asked if that’s “an appropriate election activity by a foreign government,” charging it was a clear instance of foreign interference. Brown replied that Indian officials “have been more robust in their opinions than some of us would be comfortable with.” A bombshell report by the National Security and Intelligence Committee of Parliamentarians into foreign interference released last spring referred to “India’s alleged interference in a Conservative Party of Canada leadership race.” Brown said he was not under any kind of non-disclosure agreement with the Conservative Party that prevents him from speaking publicly about what happened during the race. He said he believes it’s important to guard against foreign meddling in democracy but that he does not want to get drawn into partisan debates on Parliament Hill. Brown was not included as a witness in the public inquiry into foreign interference, which wrapped up hearings earlier this fall with a final report due in the new year. He was disqualified from the party’s 2022 leadership race due to allegations related to financing rules in the Canada Elections Act. The tragedy served as a wake-up call, driving the United Nations Educational, Scientific and Cultural Organization (UNESCO) to unite its Member States, scientists and communities around the world to better protect at-risk populations. Over the past two decades, UNESCO has coordinated global action to enhance tsunami preparedness, develop advanced early warning systems, and fortify coastal community resilience. In a document titled “20 years after the 2004 Tsunami: What progress has been made?” the UN agency highlights these efforts. For instance, a Global Tsunami Warning System (GTWS) has been set up spanning the Pacific, Indian Ocean, Mediterranean, Caribbean, and North-East Atlantic. This system integrates rapid detection technologies, seismic and sea-level monitoring and real-time data sharing to ensure alerts reach coastal communities as swiftly as possible. Through the GTWS, UNESCO aims to provide tsunami confirmation within 10 minutes or less of origin for the most a- risk coastlines by 2031. UNESCO has also invested in ‘cutting-edge’ research, including seabed mapping, deep-ocean and buoy technologies, as well as hazard assessments that enhance our understanding of tsunami risks. UNESCO’s work has emphasised extensive community preparedness through its Tsunami Ready initiative, which already involves 32 countries and aims to certify 100 per cent of at-risk communities by 2030. This program includes public education, hazard mapping, evacuation planning, and annual simulation drills to strengthen awareness and readiness in vulnerable coastal areas. Nearly 70 crore people live in areas vulnerable to ocean hazards — low lying coastal areas and islands — around the world. This number will be 100 crore by 2050. According to UNESCO, there is a near 100 per cent chance of a tsunami hitting the Mediterranean in the next 30 years. The UN agency said that 69 per cent of total tsunami occur in the Pacific Ocean, and nearly 90 per cent of fatalities are caused by local or regional tsunamis that hit within a few hours. Locally damaging tsunamis strike some part of the Pacific every one to two years on average. The 20th anniversary of the 2004 tsunami is an opportunity to call on States to continue efforts in supporting and funding for tsunami preparedness and education. UNESCO remains committed to safeguarding lives by ensuring that every vulnerable coastline is equipped with the knowledge, tools, and systems needed to face future tsunamis, the UN agency said. At its meeting Thursday night, the Winchester School Board approved sending a mailer to residents and scheduled two more public forums for 2025 about the high school selection process. Winchester closed its high school in 2005 and has paid tuition for the town’s students to attend Keene High School since then. But the Keene School District announced in March that it would not renew its tuition agreement with Winchester after it expires in June 2027. As it stands, Winchester students will be able to attend Keene High until the tuition agreement ends. But the current agreement leaves uncertain whether those students will be able to graduate from Keene High or if they will have to finish their education elsewhere. Winchester School Board Chair Karen Jerome previously said legal counsel for the Keene and Winchester districts have been in communication since April to add an addendum to the tuition agreement, with the most recent revision being sent to Winchester on Oct. 29. The school board reviewed the addendum at its Nov. 7 meeting, Winchester Superintendent David Ryan said, and sent it back to the Keene Board of Education for a review. “We believe that it’s at a point that we’ve all walked away from the table with a compromise and that it’s in the best interest of all of our students,” he said. “We expect that by December 11, those contents should be public information.” Keene Board of Education Chair George Downing confirmed Friday morning that there is an item from the Winchester School District slated for discussion during its Tuesday meeting, but due to its contents it will be during its non-public session. Meanwhile, Winchester's high school selection committee has been researching alternatives to Keene High since this summer. The options include Hinsdale High, Monadnock Regional in Swanzey or Pioneer Valley Regional in Northfield, Mass. Lindseigh Picard, chair of the high school selection committee, gave a presentation to the Winchester School Board Thursday night about the process to date. Picard said the committee is on track to provide a recommendation at the Jan. 6 school board meeting. “We’ve found some common threads in the surveys from the high school open house night,” she said, referencing the event in November. “ People really want a school with access to trade and career technical education, they want advanced academics, small class sizes and sports.” Picard said additional discussion with the committee that has not been included in the data presented was the importance of developing a relationship with the school that is chosen for the next tuition agreement. “We hope our community is engaged at a decision-making level with whichever school district we opt to be part of,” she said. “We’d like Winchester to have a seat at the table.” Voters will ultimately get to weigh in at the annual district meeting in March about which school the district will pursue a tuition agreement negotiation with. Picard also noted feedback she’s received from the community about the uncertainty of whether Winchester students who enroll at Keene High before the tuition agreement ends will have to change schools at the beginning of the 2028-29 academic year. “People are really concerned about what is going on with our current 8th-graders,” she said. “A lot of questions have come about at the committee level that we don’t have any information about. We know you might not either, but that is definitely sparking a lot of concern.” Picard said some discussion has been ongoing in community Facebook groups in other towns about the tuition agreement, and asked for permission from the board to create a mailer to disseminate more information outside of social media. “We have people in our greater community who may not be participating in the Facebook pages,” Picard said. The board unanimously approved the mailer, and Picard said the committee will send a preview of it to the board by Tuesday. The mailer could be sent out as early as the week of Dec. 16. The board also approved scheduling two more public forums, one on Jan. 23 and the other on March 6, about the anchor school process during its meeting Thursday evening. “We’re going to need other meetings where the stakeholders can come talk to us, and share concerns and questions [people] may still have,” Jerome said. The Winchester School Board will meet again on Jan. 2 at 6 p.m. in the Winchester School library.
