NORMAL — Senior quarterback Logan Malachuk never expected this for Nazareth. When the Burr Ridge resident joined the football team as a freshman , he had no idea what was in store for him or the Roadrunners. But when his career finished up Saturday afternoon, he had three state championships under his belt and unofficially threw for more yardage than any other quarterback in Illinois history. “My freshman year, we were down at halftime in Week 4, and I think we were down 20-0,” Malachuk said. “Coach (Tim) Racki put me in, we came back and won, and I didn’t look back.” Not then. He further said the farmers wanted to make it clear that whatever situation arises, the responsibility will lie with the Centre and constitutional bodies. "We also want to appeal to the people of the country that the agitation seeking a guarantee for MSP has reached a decisive stage. We are on the threshold of victory... We must take a strong stand. Dallewal has put his life at stake," he said. Kohar said it was up to the people of the country to decide whether to stay at home or be present in large numbers at the Khanauri Morcha in support of Dallewal. SKM (Non-political) leader Kaka Singh Kotra said the government can try to evict Dallewal from the current protest site and their unions are appealing to Punjabis to reach Khanauri in maximum numbers. He also said Dallewal has made it clear that he is ready to sacrifice his life for the sake of farmers in this country. Meanwhile, farmers, on a warpath against the Centre, called for a "kisan mahapanchayat" at the Khanauri protest site on January 4. Samyukta Kisan Morcha (Non-political) and Kisan Mazdoor Morcha have also called for a Punjab bandh on Monday and claimed their strike call has received strong support from transporters, employees, traders, and other sections of society. Though there will be a complete bandh on Monday, emergency services will remain operational, farmer leader Sarwan Singh Pandher said. On Saturday, while admonishing the Punjab government, the Supreme Court also suggested the possibility that Dallewal may not have been allowed to be taken to a hospital by other farmer leaders. In response, Dallewal, in a video message on the same day , said, "I am sitting on a fast. Who gave this report to the Supreme Court, and who spread this misconception that I have been kept hostage? Where did such a thing come from?" "Seven lakh farmers in this country have committed suicide due to debt. Saving farmers is necessary, therefore, I am sitting here. I am not under anyone's pressure," he added. Dallewal had earlier said he would not break his fast until the government agreed to the farmers' demands. The Supreme Court gave the Punjab government time until December 31 to persuade Dallewal to shift to a hospital, granting the state the liberty to seek logistical support from the Centre, if necessary. In response the Punjab government said in the court that it is facing significant resistance from the protesting farmers, who have encircled Dallewal and are preventing him from being taken to a hospital. The apex court also termed the conduct of some farmer leaders accompanying Dallewal as surprising and questionable. Dallewal has so far refused medical treatment, and the state government has formed a team of doctors to monitor his health round-the-clock. Farmers, under the banner of SKM (Non-Political) and Kisan Mazdoor Morcha, have been camping at the Shambhu and Khanauri border points between Punjab and Haryana since February 13, after their march to Delhi was stopped by security forces. A "jatha" (group) of 101 farmers attempted to march to Delhi on foot three times between December 6 and 14 but were stopped by security personnel from Haryana. While many hatcheries focus on large-scale harvests, Tenderfoot Creek is all about conservation. “We focus on conservation and rebuilding stocks, which is pretty unique,” said Jordan Uittenbogaard, the hatchery watershed enhancement manager. “Our goal is to boost survival rates and ensure more salmon return to spawn.” It’s a straightforward process on paper––collect salmon returning to spawn in low-population areas, fertilize their eggs, and rear them until they’re ready to be released back into the wild. But with unpredictable rainfall patterns, rising temperatures, and flooding in the Sea to Sky, the seven-person team at Tenderfoot Creek has had to adapt in big ways. “One of our biggest challenges in recent years has been drought,” Uittenbogaard said. “It’s a significant issue—not just for Tenderfoot Hatchery but also for others. “We rely on two water sources: a shallow infiltration gallery pump and a deeper well. The gallery pump is more cost-efficient, and we prefer using it as costs are rising.” However, due to hot, dry summers, the groundwater table has been dropping year after year. “This means the water level is now below the pump line, so we can’t use that equipment anymore,” said Uittenbogaard. Over the last 100 years, average temperatures in British Columbia have gone up by about 1.4°C, according to the British Columbia Ministry of Environment and Climate Change Strategy. This has changed how and when it rains or snows, and it has also led to less snow building up in the mountains. When asked how long the groundwater had been above the pump line, Uittenbogaard explained, “It was usually always above the pump line. It’s only in the past 10 years or so that we’ve seen the groundwater table drop so drastically that we can’t use the pump anymore.” Why is this such a challenge? Uittenbogaard broke it down. “In a hatchery, having redundancy in pumps is crucial. If one pump fails, salmon need water immediately—especially at critical life stages.” “If there’s no water for even 20 minutes, you could lose all of the salmon.” “Additionally, relying on deep wells is significantly more expensive to operate, which is a concern in today’s economy.” To mitigate this issue, the hatchery received significant investment to upgrade its infrastructure. “Specifically, we twinned the lines leading to the aeration tower. It’s a bit technical, but essentially, we had two deep wells connected to a single line, which limited our capacity.” Upgrades completed in late 2023 involved adding a separate line for each well, allowing the hatchery to run both wells simultaneously. “Now, during drought conditions when we can’t use the infiltration gallery pumps, we can rely entirely on the deep wells to run the hatchery. This was a major project that took about four to five months to complete,” Uittenbogaard said. Flooding hasn’t been a major issue for the hatchery itself because of its location. “We’re a bit removed from the river’s edge, situated on Tenderfoot Creek, and the facility was built up to protect it from flooding,” Uittenbogaard said. That said, it does have a large storage area near the groundwater table that can flood during heavy rain events. “For example, during the atmospheric river in 2021, that storage area did flood, but we keep all sensitive equipment in elevated areas, so the impact was minimal,” said Uittenbogaard. While the hatchery may be safe, flooding significantly impacts wild salmon populations. “Big floods move gravel dramatically, which can kill eggs and alevins in the gravel. These events harm salmon populations,” Uittenbogaard said. To counter this, the hatchery has a program specifically for pink salmon. “Floods tend to affect pink salmon the most because they are shallow spawners,” he explained. “Our pink salmon program involves collecting over a million pink salmon eggs each cycle to use as a backup in case of severe flooding. This ensures that we can support the salmon population through these challenging events.” In 2023, all salmon enhancement programs, including hatcheries and spawning channels, underwent a fire audit by a third party. According to Uittenbogaard, Tenderfoot Creek Hatchery performed well in the audit, but some upgrades were still required to reduce wildfire risks. “We added fire suppression equipment, cleared the perimeter of the site, and removed wooden structures, like a deck, to reduce fire risk,” Uittenbogaard said. These measures were funded through the Pacific Salmon Strategy Initiative (PSSI), a program providing resources to address environmental impacts from floods, fires, and droughts. The hatchery’s success is thanks in part to its partnership with the Sḵwx̱wú7mesh Úxwumixw (Squamish Nation), Uittenbogaard said. Together, they’ve worked on projects like turning an old lawn into a pond that provides a safe space for young coho salmon during droughts. “That pond used to be a lawn where staff had to cut grass. During droughts, the natural lake would dry up, leading to the loss of thousands of coho fry rearing there. “We collaborated with the Sḵwx̱wú7mesh Nation to secure funding and redesign the area.” “Together, we dug a deeper pond—about 10 feet or two metres deeper than the original lake—and added vegetation to naturalize it. This pond now acts as a refuge for fry during droughts, helping us save thousands of fish.” The hatchery also works closely with the Nation’s Natural Resources fisheries department. Despite all the challenges, Uittenbogaard is constantly inspired by the salmon themselves. “You’d think these big environmental changes would wipe out salmon populations,” he said. “But they keep coming back. It’s amazing to see how resilient they are.” Uittenbogaard hopes more locals will get involved in helping salmon. He pointed to groups like the Squamish River Watershed Society and Squamish Streamkeepers, which do habitat restoration and education work. “Volunteering with these organizations is a great way to make a difference,” he said. Five months into government, on Thursday, he gathered his cabinet and crowd in Pinewood Studios to . But if it was meant to be a box office moment, it all felt a bit flat. Over the past 18 months, we've had three foundations, five missions, six first steps and now, on Thursday, six milestones, with a 42-page plan. Speak to the prime minister at the edges of these events, and he can make a compelling case for his missions and the clarity he has for government. But somehow it is getting lost in translation as the missions become the first steps, become milestones with three foundations to boot. It can be hard to find a narrative in what this government is trying to do. Thursday was an attempt to change that with six measurable milestones now set up so you, Whitehall and the cabinet, are all crystal clear about where they are heading. Some of them are a departure from manifesto pledges, others are not. Some of them are genuinely ambitious, others less so. The manifesto promise to have the fastest growing economy in the G7 is now an "aim" while the new milestone is to "raise living standards in every part of the United Kingdom, so working people have more money in their pockets" is a new target. The idea is to make the pledge more "human" but the PM wouldn't say how much he wanted to raise living standards - and household disposable income is already set to rise by the end of this parliament. Then on opportunity for all, in the run-up to the election the government promised to recruit 6,500 more teachers to improve teaching in state secondaries. Now the milestone they are asking to be measured on is a promise that 75% of five-year-olds are ready to learn in England when they start school against 67% today. There is a new milestone to fast-track planning decisions on at least 150 major economic infrastructure projects. There is a milestone to put a named bobby back on the beat in every neighbourhood, while the pledge to halve violence against women and girls has not been marked up as a milestone. Why are they doing it now and to what end? At its heart this is an attempt to give voters clear targets on which they can, to quote Starmer himself, "hold the government's feet to the fire". But it felt a bit like a rag bag of measures in which some past promises were pushed aside and others pumped up. The 1.5 million housing target, the pledge to return to the NHS standard of 92% of patients being seen for elective treatment in 18 weeks, the commitment to green power by 2030 are all ambitious. But things that are perhaps too risky or hard to meet have been dropped. One of the biggest omissions in the milestones was migration. This surprised me, not least because the prime minister had said clearly that the economy and borders were his two main priorities in government and a clear concern for voters. But instead of making it one of his milestone measures, for which the public can hold him accountable, the PM said securing borders was one of the "foundations" of his government. There is no metric on which to measure him beyond net migration coming down from record levels of 800,000 plus in the past couple of years. Perhaps he could have been more ambitious in setting a target to hit in terms of cutting legal migration or small boat crossings. Perhaps he could have committed to a deportation figure - something that Harriet Harman suggested he might have done on our episode of this week. But I suspect, in the end, Number 10 decided it was too risky to try to set targets. But with a disaffected electorate, high levels of scepticism, and a Reform party playing into that anti-politics sentiment, Starmer knows he must galvanise his government to try to deliver tangibles before the next election, and this speech will perhaps be looked back on as one aimed as much at Whitehall as it was you, the voter. He explicitly challenged the British state to deliver in this speech saying his Plan for Change was "the most ambitious plan for government in a generation" and would require a "change to the nature of governing itself" as he called on the state to become more dynamic, decisive, innovate, embracing of technology and artificial intelligence. "Make no mistake, this plan will land on desks across Whitehall with the heavy thud of a gauntlet being thrown down, a demand given the urgency of our times," he told his audience as he fired a warning shot to Whitehall. "I do think there are too many people in Whitehall who are comfortable in the tepid bath of managed decline. Had forgotten, to paraphrase JFK, that you choose change not because it's easy, but because it's hard." 👉 👈 Starmer and his team know that without galvanising Whitehall and setting clear navigation through this mission and now measurable milestones, delivery will be hard. On the back of Starmer's milestones speech will come another from cabinet minister Pat McFadden on civil service reform. At the election, Starmer ran on a platform of promising change. Five months later, eyeing a sharp fall in opinion poll ratings, he is offering a concrete plan for change. For now voters seemed tuned out, with the pledges and targets being thrown at them failing to stick. I don't think Starmer or his team expect those polls to turn around any time soon. But they are adamant that if they can fulfil promises to build more homes and better infrastructure, cut NHS waiting lists, lift living standards, and give people a sense of greater security on their streets, they can turn the tide on the tsunami of cynicism they face. Starmer might not be the best storyteller, but in the end he'll likely be judged not on the flourish or rhetoric, but on whether he can actually deliver.
