WINNIPEG — The Manitoba government is looking to bring in tougher penalties on people who are convicted of impaired driving offences that cause injury or death. A bill currently before the legislature would impose a lifetime licence suspension on a driver convicted of two such offences within a 10-year period. That's an increase from the current 10-year suspension. The bill would also prohibit people convicted of these offences from driving with any alcohol in their blood for seven years for a first offence. The bill was introduced on the last sitting day of the fall legislature session and is expected to be debated in the spring. The legislature is scheduled to reconvene on March 5. In the surveillance video obtained from a cigar store on Sixth Avenue, the suspected gunman can be seen leaving a subway station at around 6:15 a.m., 30 minutes before the fatal shooting occurred in front of the Hilton Hotel in midtown Manhattan. The Post writes that it appears the suspect was leaving the 57th Street subway station, which is nearby the hotel’s location. The report did not include comment from the NYPD surrounding the footage. The NYPD previously released photos of the alleged suspect on Tuesday and Wednesday, with some taken at a nearby Starbucks before the shooting and others seemingly showing him unmasked and grinning. Irving leads NFL rookies in rushing with 732 yards, averaging 5.5 yards per carry while sharing the workload with starter Rachaad White and third-stringer Sean Tucker, who have combined to ease some of the burden on quarterback Baker Mayfield. A fourth-round draft pick out of Oregon, Irving is coming off rushing for a season-best 152 yards and a touchdown in last week’s 26-23 overtime win over the Carolina Panthers. The Canada Games Centre has closed both of its rinks due to an issue with one of the facility’s ice plant compressors. “The decision has been made to cancel all ice bookings as well as any drop-in ice activities with the exception of the Arctic Edge Skating Club’s Gold Nugget Competition,” read a Dec. 6 press release. “Impacted user groups have been notified directly by Facility Bookings staff.” Darrell Peters is the operations supervisor at the Canada Games Centre. He told the News that one of the rink’s three compressors went out of commission on Wednesday, Dec. 4. “An instrument panel that’s on the compressor is not working, it’s dead. So that compressor is no longer working,” he said. The warm conditions that Whitehorse has been experiencing have complicated the matter further: Peters said operations cannot keep up with the flooding of the ice. He said the operations have not been flooding after every period of hockey since Dec. 4 because the ice wasn’t setting quickly enough. “So what’s happening is our ice is getting slimmer and slimmer,” he said. The ice is usually maintained at an inch-and-three-quarters to two inches, but the ice level is now down to an inch-and-a-quarter. “It’ll keep getting lower, and then we’ll lose our lines on the ice, and then it’s a problem,” said Peters. Arctic Edge will be able to use the ice due to the nature of their sport compared with hockey, as well as the fact the rink only needs to be flooded every few hours with figure-skating as opposed to after every period with hockey, Peters said. Police and the council were accused of lack of action and it was claimed parents were giving children "weapons", or "lethal weapons", with one speaker noting, "There will be a hell of a lot more of them after Christmas." The meeting heard that Transport for NSW had made a clear ruling that e-bikes equipped with a power rating above 500 Watts, "even if limited by software, switch, or other means", do not meet requirements to be ridden as pedal cycles on paths and roads. A high school teacher said schools were condoning use of illegal e-bikes by housing them for students during the day. "Police should go in, test every bike and take every one of them that doesn't comply," she said. "If we knew that kids were coming to school with weapons in their bags, you can guarantee police would come in and confiscate them." Another speaker received thunderous applause when he said, "I've had enough of it, I think everyone in this room has had enough of it, it's time for action". "If I rode a dirt bike through Cronulla mall, I would be in big trouble, but these guys can ride a silent dirt bike through the mall and get off Scott-free." An older man said, "They come up behind you are 20km/h and fly by you on the footpath which is just a metre wide. It is the parents who need to teach their kids to ring the bloody bell". Mr Kennedy said it was an issue "that needs the entire community to step up, and that includes federal, state and local governments, parents and schools". He said police had been more pro-active since Superintendent Don Faulds took over as Sutherland Shire Police Commander in July. "Action is starting," he said. "I have seen police in the mall multiple times and at Caringbah station. I appreciate it's not as fast as we would like, but Sutherland Shire is leading the way. It's a tough job police have." He also said, on October 31, an enforcement operation was conducted across the region, in which 115 bicycle offences, 84 of them involving unregistered vehicles ("a good percentage would be e-bikes"), and 53 registration offences were dealt with by police. Inspector Parker said only people of licence age (16 or over) could be issued with offence tickets. "Enforcement is being taken, but when we get into the juveniles, if they are not of licence age, we can't be issuing traffic tickets for licensing offences when they aren't old enough to hold a licence," he said. "We will be continuing pop-up events and other educational events around Sutherland Shire in conjunction with the council." Inspector Parker said plain clothes police would be utilised. "The last thing we want is for a police car with lights and siren tearing off some off after some kid on an e-bike," he said. Inspector Parker said police had the power to impound e-bikes after certain offences, "but then we also get into the storage issue - they have lithium batteries." Cronulla MP Mark Speakman said the Legislative Council inquiry into e-bikes finished taking evidence at the end of October and was expected to provide a report by early in the New Year after which the government had six months to respond. "I think the message that comes through loudly and clearly this morning is that, while we look at age limits, speed limits, registration and licensing and carrying IDs, reducing the wattage from 500 to 250, there is a need for action right now when it comes to enforcement, signage, import control and education," he said. Alexander Smirnov was an FBI informant for about a decade, providing information to federal investigators in what his defense attorneys claimed in court filings demonstrated an "undivided, years-long loyalty to the United States." But Weiss — the Trump-appointed Delaware U.S. attorney who was kept on during the Biden administration and later elevated to the role of special counsel by Attorney General Merrick Garland to continue the Hunter Biden probes — alleged in a February 2024 indictment that Smirnov illegally made false claims to FBI handlers about Hunter and Mr. Biden that dated back to 2020. Smirnov was accused of lying to investigators when he told them the two Bidens had each accepted $5 million from the Ukrainian energy company Burisma. The claims "were false, as the Defendant knew," according to the charging documents filed against him. Smirnov, who court records say was born in Ukraine, pleaded not guilty to the charges and in court filings, his defense team has accused prosecutors of charging their client "as a result of the rejection of Hunter Biden's plea resolutions." He remains in pretrial detention pending trial. On Nov. 21, just weeks before he was set to go to trial on Dec. 3, federal prosecutors in Weiss' office filed a little-noticed indictment in a separate case against Smirnov, alleging he had illegally concealed from the IRS millions of dollars in income between 2020 and 2022. Court records alleged Smirnov spent unreported income on a Las Vegas apartment, a Bentley and payments on credit card debt. Prosecutors did not name the alleged source of the funds, but the dates and amounts of his payments to him from a single company identified in their filing as "Company 1" coincide with payments they alleged Smirnov received from the Economic Transformation Technologies Corporation, which was named in court records filed in Smirnov's other case. The new charges do not indicate any wrongdoing by Economic Transformation Technologies Corporation. Other income came from an unnamed individual, the new indictment said. "In order to conceal the millions of dollars he received in income in 2020, 2021 and 2022, the Defendant created and filed false Forms 1040, U.S. Individual Income Tax Returns, for himself and in Domestic Partner's name that included false and fictitious income and expenses," the 27-page indictment filed last week said. According to newly published court records, the judge overseeing Weiss' first case against Smirnov — District Court Judge Otis Wright — held a status conference on Tuesday and delayed his upcoming trial on the false statements charges until January. Responding to the new tax charges, David Chesnoff, Smirnov's attorney, told CBS News, "Mr. Smirnov intends to vigorously defend this case as he is vigorously defending the first case." A spokesperson for Weiss declined to comment when contacted by CBS News. Prosecutors alleged earlier this year that Smirnov's false claims against the Bidens were memorialized in an FBI document known as an FD 1023. Congressional Republicans previously pointed to that document's allegations of bribery as evidence of misdeeds and fought with the FBI to publicly release the document, which investigators now say contained fake allegations. Smirnov's attorneys have argued in court records that the case "smacks of political bias." But prosecutors pushed back, writing this month that Smirnov, "has never provided any discovery to the government or evidence to this Court supporting his baseless claims—indeed, there is no such evidence because the claims are meritless." In court records filed earlier this year, the special counsel said Smirnov told the FBI about contacts with foreign intelligence officials, "including Russian intelligence agencies, and has had such contacts recently." Defense attorneys in court filings of their own called allegations of Russian ties baseless. Apart from the specific charges at issue, law enforcement experts told CBS News earlier this year that the mounting questions about Smirnov's truthfulness should trigger an audit of every case in which he was involved. A CBS News investigation published earlier this year revealed that serious doubts about Smirnov's credibility were raised almost a decade ago. The FBI declined to comment on the results of the CBS News investigation earlier this year. Weiss secured a conviction against Hunter Biden in Delaware on illegal gun charges and a guilty plea from the president's son in a second case in California in which Hunter Biden admitted to tax fraud . He is set to be sentenced in both cases later this month. The trial conviction and guilty plea were the results of a protracted legal battle between Weiss's office and Hunter Biden's legal team after an initial plea and diversion agreement fell apart and ultimately were rejected by a federal judge in 2023. The special counsel has faced criticism from members of Congress and whistleblowers over his handling of the Hunter Biden probe. LOS ANGELES (AP) — Eric Bieniemy's return to UCLA lasted only one season. The Bruins let go of Bieniemy on Thursday after fielding one of the nation's worst offenses this season. It didn't take head coach DeShaun Foster long to find a replacement. Indiana quarterbacks coach and co-offensive coordinator Tino Sunseri will become the new Bruins offensive coordinator, a person with knowledge of the decision told The Associated Press on condition of anonymity because the Bruins had not yet announced the decision. Sunseri spent one season at Indiana after following Hoosiers coach Curt Cignetti from James Madison. Cignetti and Sunseri worked together for four seasons, the first three with the Dukes, who made the most successful transition from FCS to FBS in history. Bieniemy was hired as associate head coach and offensive coordinator shortly after Foster was hired as head coach in February. Bieniemy was also on the Bruins staff from 2003-05 as running backs coach. Jason Fletcher, Bieniemy's agent, said in a statement that Bieniemy planned to stay only one season in Westwood and termed it a “mutual parting of the ways.” However, Bieniemy signed a two-year contract at UCLA and did have a retention bonus if he was on staff for the 2025 season. "After interviewing for head coaching jobs last year, he wanted to stay active and busy," Fletcher said. “So, he decided to go help out Deshaun Foster, who is like his little brother, at UCLA as opposed to sitting out a year.” Out of 134 Football Bowl Subdivision teams, UCLA was 117th in total offense (328.8 yards per game), 126th in scoring (18.4 points per game) and had the nation's fifth-worst rushing attack (86.6 yards per game). The Bruins — 5-7 in their first season in the Big Ten after qualifying for a bowl the last three years — were the sixth Power Five team since 2000 that didn't score at least 20 points in their first six games. Players also said early in the season that Bieniemy's scheme was difficult to grasp and that play calls could be too wordy. Bieniemy was a two-time Super Bowl champion offensive coordinator with the Kansas City Chiefs but his last two stops have not gone well. He was Washington's offensive coordinator in 2023 but was not retained after Ron Rivera was fired. Bieniemy said in an email to ESPN earlier this year that he was not fired by Washington and that he received NFL offers to coach running backs or be a passing game coordinator. However, when asked during UCLA's spring practice to explain those remarks or what his other job prospects were, he refused to do so. “What I’m going say is this: I’m here coaching at UCLA. All that other stuff, you could go talk to the Commanders. I’ll leave it just like that,” he said. Bieniemy wasn’t retained by new Commanders coach Dan Quinn, who replaced Rivera. Despite his success in Kansas City, Bieniemy hasn’t landed a heading coach job, even though he’s interviewed with more than half of the NFL’s 32 teams. OTTAWA - First Nations leaders in Manitoba are calling on the federal government to address a backlog in requests for Indigenous children to receive swift access to health care and other services. They say the delay in approval of requests under Jordan’s Principle has resulted in communities paying out of pocket for health, social or educational services that are supported under the principle, putting other important programming at risk. The Assembly of Manitoba Chiefs said the backlog has added financial strain to communities, forcing them to provide essential services with limited resources. “Many First Nations are trying to meet the needs of their families. They are not receiving funding to provide these services. They are currently running deficits,” acting Grand Chief Betsy Kennedy told reporters in Ottawa on Thursday during the Assembly of First Nations annual winter meeting. “First Nations need (Indigenous Services Canada) to fully resource and prioritize full and equitable funding and reimbursement for costs before year’s end.” Kennedy added First Nations often have to refer their members to other organizations that are also not getting fully funded to complete requests for assistance. The principle is named after Jordan River Anderson of Norway House Cree Nation in northern Manitoba. Born in 1999 with multiple disabilities, Anderson died at the age of five without ever leaving the hospital because federal and provincial governments couldn’t decide who should pay for his at-home care. The principle stipulates that when a First Nations child needs health, social or educational services, they are to receive them from the government first approached, with questions about final jurisdiction worked out afterward. Some projects in the 11 First Nations the Keewatin Tribal Council in northern Manitoba represents are at a standstill because money has had to be allocated to cover the costs of service requests, said Grand Chief Walter Wastesicoot. “There’s a deep, deep hole there right now,” he said. The Keewatin Tribal Council previously had to pay $7 million out of pocket for Jordan’s Principle requests before the federal government reimbursed them, said Wastesicoot. He said the Keewatin communities are currently owed millions, but could not provide an exact amount. Kennedy said a regional Indigenous Services Canada representative told the assembly that there may not be further funding for First Nations until the fiscal year ends. Indigenous Services Canada did not immediately respond to a request for comment. The department says on the government’s website that Ottawa has provided more than 8.2 million products, services and supports under the principle from 2016 to the end of October of this year. The office of Indigenous Services Minister Patty Hajdu previously told The Canadian Press that the department remains focused on ensuring First Nations children can access the services they need, and that since 2016, the federal government has allocated nearly $8.1 billion to meet the needs of First Nations children. The Manitoba chiefs’ complaints come as the Canadian Human Rights Tribunal has ordered Canada to address a backlog of requests. The First Nations Child and Family Caring Society raised concerns earlier this year that Ottawa was taking too long to process requests for financing through Jordan’s Principle, leaving children without access to services. Cindy Blackstock, executive director of the Caring Society, said the ever-growing backlog is of Canada’s own making. “Canada chose to create these backlogs,” she said while supporting chiefs on Thursday. “They’re not saying they’re overwhelmed and backlogged with thousands of cases under a Canadian pension plan or under an unemployment insurance. The government does this stuff. It is choosing not to do it and it’s making excuses for itself.” Urgent Jordan’s Principle requests are supposed to be processed within 24 hours. But they are taking up to one month to be reviewed, says Independent First Nations, an advocacy body representing a dozen First Nations in Ontario and Quebec. Blackstock filed an affidavit earlier this year that said nearly half of requests made by individuals from those First Nations in 2023-24 are still in review, along with 10 per cent of the files submitted in 2022-23. The rookie running back relishes any opportunity he gets to contribute to the success of the Tampa Bay Buccaneers, who have rebounded from a tough stretch to climb back into a tie for first place in the NFC South. Irving leads NFL rookies in rushing with 732 yards, averaging 5.5 yards per carry while sharing the workload with starter Rachaad White and third-stringer Sean Tucker, who have combined to ease some of the burden on quarterback Baker Mayfield. A fourth-round draft pick out of Oregon, Irving is coming off rushing for a season-best 152 yards and a touchdown in last week’s 26-23 overtime win over the Carolina Panthers. It marked the radio host's fifth trial on the new series of the ITV show so far. BBC Radio 1 presenter Dean poked fun at having been voted to do several trials when he arrived at the trial area with Coleen Rooney , who was doing the trial with him. He told the hosts upon seeing them again: "We need to stop meeting like this." Dec laughed, whilst Ant appeared to sport a smile. Dean added: "I told ya I didn't want another date." Ant did appear to laugh briefly before returning to a similar expression as before, as Dec commented: "Our fifth date now at the bushtucker trial clearing." Several viewers teased that host Ant appears to dislike Dean, with one writing: "Ant literally looks like he hates Dean." Another commented: "Ant hates Dean so much omg. His face says it all." A third tweeted: "Ant can't stand Dean you can tell." Whilst someone else wrote on Sunday night: "You can tell straight away Ant doesn't like Dean at all." Sharing their thoughts, another viewer wrote: "Ant's expression when looking at Dean is 'barely concealed disdain'." Alongside a laughing emoji, one fan said: "He f***ing loathes him." Another teased: "Ant's face when Dean said I told you I didn't want [another date]." Whilst someone else said: "Ant going over and above to try and be nice to Dean because we've caught on that he doesn't like him is TV GOLD." Following the episode, Ant encouraged viewers to stop voting for Dean to give other celebrities a chance to take part in future trials. Dean has taken part in the majority of trials so far and has at times struggled to win stars. It was announced on Sunday night that Dean - who won nine stars with Coleen - will do the next trial too. During the latest episode of the companion show I'm A Celebrity... Unpacked, host Joel Dommett asked Ant: "What do you think about Dean doing the trial again tomorrow?" Ant replied with a message for viewers at home: "Right. Let's all have a serious talk. I'm going to look directly into the camera here. I think it's good to see other faces down there." Ant continued: "This is not a personal thing. It's not about Dean, it's about us just seeing different people down there. And I think we want to see different people on the show being featured. Some people unfortunately aren't getting [screen time]." The presenter went on to name Barry McGuigan , Melvin Odoom and Oti Mabuse as examples of other campmates he would want to see take part in a future trial. It comes after Ant admitted earlier this week that his "annoyance came across onscreen" during a previous trial that Dean quit after winning four stars. Speaking on Unpacked, Ant teased: "My annoyance came across onscreen. I was unprofessional. I'm not happy about it." The comments followed speculation among viewers on social media that Ant had been frustrated by Dean in the trial.
