Four members of Congress unveiled a bipartisan bill Friday that would spark changes at the U.S. Center for SafeSport, placing a time limit on resolving cases that can sometimes take years and improving communication between the center and abuse survivors. The Safer Sports for Athletes Act looks to address some of the bigger concerns that have opened the center to criticism since it was established in 2017 to handle sex-abuse cases in Olympic sports and their grassroots cousins. The bill has potential for a fivefold increase of an existing grant to the center, bringing it to $10 million a year. But even if the full amount were approved, it wouldn't solve all of the problems. As before, that grant can only be used for training and education , not investigations and enforcement, which are the focus of complaints about the center , and also of the reforms the lawmakers are seeking. “We’re hoping the combination of appropriations for other activities will free up money for investigations, as well as the streamlining,” said one of the bill's sponsors, Rep. Deborah Ross, D-North Carolina. The center estimates the reforms in the bill could cost more than $4.5 million. It currently operates on a budget of around $21 million a year, most of which comes from the U.S. Olympic and Paralympic Committee and its sports affiliates, known as national governing bodies, or NGBs. “It's really unclear, and I don't think that some parts of the bill jibe with other parts of the bill," SafeSport CEO Ju'Riese Colon said. "We're going to need some more conversation to suss out some of this stuff. Right now, it just doesn't really add up for us.” The center's critics, meanwhile, have long been skeptical about giving more resources to an agency they feel is missing the mark. The bill would also mandate that investigations be concluded within 180 days after a report is made, with possibilities to extend them. Some of the most egregious complaints about the center have come from people who say it has taken years for their cases to be resolved. The center currently receives about 155 reports a week, which comes to more than 8,000 a year. When fully staffed, it has 77 people on its response and resolution team. “Too many other survivors have also been left waiting for years for SafeSport to investigate or have their cases closed without action,” said soccer player Mana Shim, who helped lawmakers draft the bill. Shim's own case, involving sexual harassment and coercion by her coach, took more than two years for the center to resolve and led to investigations and reforms across American soccer. Other reforms include a requirement for the center to provide victim advocates at no cost for those needing them — a move already underway as part of a menu of changes the center announced earlier this year — and to assign case managers who can give timely updates to victims and the accused. “I have questions around, if the center were to hire and staff the advocates, there might be some conflict of interest with us doing this internally," Colon said. The center was also concerned with one provision that would redefine how arbitration works and another that would change the dynamics of information sharing between the center and the USOPC and NGBs. The other bill sponsors were Reps. Dave Joyce, R-Ohio; Don Bacon, R-Nebraska; and Kathy Castor, D-Florida. The lawmakers positioned the bill as one that will help the Denver-based center, while making clear they are not satisfied with the results so far. “We're going to make sure the center has the resources it needs to effectively respond to thousands of reports it handles annually,” Castor said. “It has unfortunately fallen short." A Michigan State true freshman defensive back who showed promise while starting this season is looking to transfer. Safety Jaylen Thompson told Spartans Illustrated on Friday he will enter the portal with the plan of being closer to home due to health issues within his family. He is a former three-star recruit from Murfreesboro, Tenn. Thompson had 17 tackles and a pass break-up in six games with three starts this season. He was carted off the field during last week’s season-ending loss to Rutgers and, following the game, was in concussion protocol, coach Jonathan Smith said. Thompson is the fourth Michigan State scholarship player to declare his intent to transfer this week. The others are defensive end Ken Talley and wide receivers Jaron Glover and Aziah Johnson. The portal opens on Monday and closes on Dec. 28. Thompson has three seasons of eligibility remaining. After being an early enrollee, Thompson didn’t play the first four games this season before Michigan State’s secondary was gutted by injuries and he started the final three games. He logged a total of 162 defensive snaps and also played on special teams.

The NBA memo, citing FBI intelligence, specifically linked the crimes to “transnational South American Theft Groups” that target “professional athletes and other high-net-worth individuals.” These groups are known for using “advanced techniques” such as pre-surveillance, drones, signal-jamming devices and other cutting-edge technology. The NFL highlighted the risks posed by what it called “organized and skilled groups” of burglars targeting wealthy athletes. While the warnings did not name victims, they were issued after the homes of athletes including Kansas City Chiefs stars Patrick Mahomes and Travis Kelce and Milwaukee Bucks forward Bobby Portis were recently burglarized. The tactics described in the memos bear a striking resemblance to a wave of break-ins targeting affluent residents in Southern California . Federal and local officials from Los Angeles and Orange County have reported a spike in break-ins by what they call “burglary tourists” — criminals from Central and South America who legally enter the U.S. on 90-day tourist visas under the Electronic System for Travel Authorization (ESTA). But instead of packing swimsuits and sunscreen, police said these individuals are armed with disguises, video equipment, trail cameras and Wi-Fi jammers. They target wealthy neighborhoods and gated communities before moving on to avoid detection. These “burglary tourists” have been at work for at least five years, but their operations have intensified in recent times as information about addresses and even pictures of properties have become increasingly accessible. “Transnational gangs might not know everything about the house that they are breaking into,” LAPD Chief of Detectives Alan Hamilton told NBC News on Friday. “But there’s always a possibility these suspects know who they are and monitor the athletes’ social media and movements.” Minnesota Timberwolves guard Mike Conley’s home was also burglarized in September while he was attending an NFL game, The Minnesota Star Tribune reported . Portis posted on Instagram on Nov. 3 saying his “prized possessions” were stolen from his home during his team’s game the previous day. Kelce’s and Mahomes’ homes in Kansas City were broken into hours apart in October. The burglars made off with $20,000 in cash and caused $1,000 in damage to Kelce’s home, according to a police report obtained by NBC affiliate KSHB of Kansas City . Mahomes has called the ordeal “frustrating” and “disappointing.” This trend has spread to other cities including Chicago, Houston and Dallas. “Law enforcement has long recognized this pattern of crimes across the Midwest,” Hamilton said. “It’s not something they have been immune to.” Law enforcement from coast to coast, including the FBI, has been tracking these criminal networks for years, with suspects linked to South American gangs appearing in nearly every state, Hamilton said. “It’s totally military”-level technology, Orange County District Attorney Todd Spitzer told NBC News over the summer. “People we’ve arrested here in Orange County have criminal records coming from the country of Chile.” If Southern California law enforcement has made progress in reducing these crimes, it may be driving more of these operations to other regions of the country. A report from the charity on hurricanes, floods, typhoons and storms influenced by climate change warns that the top 10 disasters each cost more than 4 billion US dollars in damage (£3.2 billion). The figures are based mostly on insured losses, so the true costs are likely to be even higher, Christian Aid said, as it called for action to cut greenhouse gas emissions and finance for poor countries to cope with climate change. Politicians who “downplay the urgency of the climate crisis only serve to harm their own people and cause untold suffering around the world”, climate expert Joanna Haigh said. While developed countries feature heavily in the list of costliest weather extremes, as they have higher property values and can afford insurance, the charity also highlighted another 10 disasters which did not rack up such costs but were just as devastating, often hitting poorer countries. Most extreme weather events show “clear fingerprints” of climate change, which is driving more extreme weather events, making them more intense and frequent, experts said. The single most costly event in 2024 was Hurricane Milton, which scientists say was made windier, wetter and more destructive by global warming, and which caused 60 billion US dollars (£48 billion) of damage when it hit the US in October. That is closely followed by Hurricane Helene, which cost 55 billion US dollars (£44 billion) when it hit the US, Mexico and Cuba just two weeks before Milton in late September. The US was hit by so many costly storms throughout the year that even when hurricanes are removed, other storms cost more than 60 billion US dollars in damage, the report said. Three of the costliest 10 climate extremes hit Europe, including the floods from Storm Boris which devastated central European countries in September and deadly flooding in Valencia in October which killed 226 people. In other parts of the world, floods in June and July in China killed 315 people and racked up costs of 15.6 billion US dollars (£12.4 billion), while Typhoon Yagi, which hit south-west Asia in September, killed more than 800 people and cost 12.6 billion dollars (£10 billion). Events which were not among the most costly in financial terms but which have still been devastating include Cyclone Chido which hit Mayotte in December and may have killed more than 1,000 people, Christian Aid said. Meanwhile, heatwaves affected 33 million people in Bangladesh and worsened the humanitarian crisis in Gaza, flooding affected 6.6 million people in West Africa and the worst drought in living memory affected more than 14 million in Zambia, Malawi, Namibia and Zimbabwe, the charity said. Christian Aid chief executive Patrick Watt said: “There is nothing natural about the growing severity and frequency of droughts, floods and storms. “Disasters are being supercharged by decisions to keep burning fossil fuels, and to allow emissions to rise. “And they’re being made worse by the consistent failure to deliver on financial commitments to the poorest and most climate-vulnerable countries. “In 2025 we need to see governments leading, and taking action to accelerate the green transition, reduce emissions, and fund their promises.” Dr Mariam Zachariah, World Weather Attribution researcher who analyses extreme events in near-real time to discern the role of climate change, at Imperial College London, said: “This report is just a snapshot of climate devastation in 2024. “There are many more droughts, heatwaves, wildfires and floods not included that are becoming more frequent and intense. “Most of these disasters show clear fingerprints of climate change. “Extreme weather is clearly causing incredible suffering in all corners of the world. South Korea's parliament on Saturday failed to pass President Yoon Suk-yeol's impeachment motion as most of ruling People Power Party lawmakers refused to vote on it. After voting against a bill to investigate scandals involving Yoon's wife, most of the 108 ruling party lawmakers left the parliament hall. One ruling party lawmaker remained at the hall and two came back after leaving. Of 300 National Assembly lawmakers, 198 voted for the bill on the special prosecutor investigation of the first lady, with 102 against it. At least two-thirds of the lawmakers need to vote yes to pass the bill in revote. Lawmakers of the opposition parties, including the main liberal Democratic Party, named the ruling party lawmakers one by one in unison, calling on them to come back and cast ballots. More than 200 lawmakers are required to vote yes to pass the impeachment motion. National Assembly Speaker Woo Won-shik ended the voting process about three hours after waiting for the ruling party lawmakers, announcing the impeachment motion was scrapped on lack of quorum. Outside the parliament building, hundreds of thousands of civilians held a candlelight rally to demand the vote for Yoon's impeachment. The Democratic Party and five other minor parties submitted the impeachment motion over the president's martial law declaration Wednesday. Yoon declared an emergency martial law Tuesday night before repealing it early Wednesday as the parliament voted against it. The revocation was approved at a cabinet meeting. According to the proposed motion, the declaration can be made only when the country faces "state of war, serious incident or other comparable national emergency" that led to engagement with the enemy or extreme disturbance of social order. The opposition noted that no sign of national emergency was detected at the time of Yoon's declaration, denouncing Yoon for not notifying the National Assembly the martial law imposition which violates both the constitution and the martial law. The opposition said in the motion that Yoon committed an attempted treason to evade public calls to investigate and punish himself and his wife for criminal acts by instructing the defense minister to mobilize troops illegally and paralyze the parliament. According to a survey of 504 voters conducted on Wednesday by the local pollster Realmeter, 73.6 percent were in favor of Yoon's impeachment, while 24.0 percent were against it. Even in North Gyeongsang province and the city of Daegu, regraded as a traditional home turf for the conservative bloc, 66.2 percent agreed on the impeachment. Those who termed Yoon's martial law declaration as insurrection hit 69.5 percent, while 24.9 percent disagreed with it. Yoon has struggled with scandals involving his wife Kim Keon-hee during a presidential campaign and since he won the single five-year presidency in May 2022. Kim was suspected of having been involved in stock price manipulation to gain illicit profits while having interfered in candidate nominations for the 2022 by-elections and the 2024 parliamentary elections and even in public opinion manipulation during the 2022 presidential election. RENTON — Though the focus of the week has understandably been on the Seahawks’ constantly evolving special-teams units, a new issue has emerged as Sunday’s game at Arizona grows closer — the health of starting running back Kenneth Walker III. Walker was one of two players listed as questionable for Sunday, the other being punter Michael Dickson. Dickson was a full participant in practice Friday, indicating he may be able to shake off the back spasms that erupted Sunday and punt against Arizona. “We’re planning on him being ready to go,’’ Seahawks coach Mike Macdonald said of Dickson, saying that the team’s signing of punter Tyler Zentner to the practice squad Friday was “a contingency plan" in case Dickson’s injury flares up. Walker, however, was listed as not participating while dealing with ankle and calf injuries, and Macdonald indicated that there is a question about whether he will play Sunday. “Wish I could tell you," Macdonald said. “Just don’t know right now. We’ll talk about plans in place on how we want to operate going into the weekend, if we have to make any moves or if we have to take it up to the game on Sunday. We’re just not sure right now." Walker had a regular workload in Sunday’s 26-21 win over the New York Jets. He played 39 snaps, or 61% of the offense plays, and had 16 of Seattle’s 21 rushing attempts, gaining 49 yards. Macdonald said the ankle and calf injuries are not related and added that they were not apparent during the game but crept up later. “To my knowledge he got out of the game fine," Macdonald said. “Some of these things, they pop up later, it gets kind of funky. So to my knowledge I don’t think he was limited as the game wore on." Walker first showed up on the injury report Wednesday as limited and then was listed as DNP (did not practice) Thursday and Friday. Walker missed games this season against the Patriots and Dolphins because of an oblique injury, part of a rough season for the third-year running back out of Michigan State. After gaining 1,050 yards and averaging 4.6 per carry as a rookie in 2022 and 905 and 4.1 in 2023, Walker is averaging just 3.7 yards this year. The Seahawks rank 28 th in the NFL in rushing yards per game at 88.7. Getting the running game going this week figures to be challenging, even if they are at full strength. The Cardinals rank 13 th in rushing defense, allowing 117.3 per game, and held the Seahawks to 65 yards on 25 attempts in Seattle’s 16-6 win over Arizona at Lumen Field on Nov. 24. If Walker can’t play, second-year running back Zach Charbonnet would start. Charbonnet has 266 yards on 75 carries this season (3.5 per attempt) with a long of 13. He had 28 on four carries against the Jets, including the go-ahead TD on an eight-yard run with 5:34 to play on third-and-1. Second-year player Kenny McIntosh is the only other running back on the 53-man roster — he has four carries for 16 yards this season. If Walker is out, Seattle could add depth at running back by elevating rookie George Holani off the practice squad. The former Boise State standout returned to the practice squad off injured reserve last week. “He could be a solution on that front," Macdonald said. Return games still in flux Receiver/returner Jaelon Darden, claimed off waivers Thursday from Cleveland, did practice Friday due to personal reasons. But Macdonald said he could be one of Seattle’s returners Sunday, most likely handling punts, where he has the most experience. Seattle waived its starting punt returner, Dee Williams, on Thursday, and he was claimed Friday by the New York Giants. “Plan on having him out there, ready to go," Macdonald said of Darden, who had 22 punt returns for 234 yards this season for Cleveland and does not have a listed fumble in 115 combined kickoff and punt returns in his NFL career. “(There are) some moving parts on that front, who is returning what and what phase (they are in). We have a plan for all kind of the things that could possibly happen, or we think we do at least, and then we’ll go from there. But he’s definitely part of it.’’ A factor is Walker's availability. Charbonnet has been one of a handful of players to practice kickoff returns this week with McIntosh, Holani and receiver Cody White. But if Walker is out and Charbonnet has to be the main running back, the Seahawks might not want him returning kicks. “He’s a possibility," Macdonald said of Charbonnet. “Again, I just can't give you an answer right now, because there are things that we don't know right now. So we're trying to figure that out. But, we've worked it, guys have practiced it. If guys are back there, they'll have practiced all the things we're going to ask them to do. We've got a good plan, just not sure on who's going to be out there right now based off who's available and all those things." Seattle shook up its return teams in the wake of fumbles lost on kickoff returns by Laviska Shenault Jr. and Williams against the Jets. The two had combined for five lost fumbles on punts or kickoffs this season, and both were released this week. "We've got to take care of the ball, man, just got to take care of the ball," Macdonald said. “So not excited about having to do it but felt like they were necessary.'' Punter Zentner signed With Dickson being limited in practice this week because of back spasms that crept up late in the Jets game, the Seahawks on Friday signed Zentner. Seattle placed veteran offensive lineman Jason Peters on the practice squad/injured reserve list to make room on the roster. "He's getting better every day," Macdonald said of Dickson. “Looks positive right now. You just never know, like is he going to lock up again? So you have a contingency plan. But we're planning on him being ready to go." Like any practice squad player, Zentner would have to be elevated to the active roster Saturday to play Sunday. Zentner practiced Friday. The Seahawks know him well, as he punted against them Nov. 3 for the Rams in Los Angeles’ 26-20 overtime win at Lumen Field, filling in for ill Ethan Evans. He had seven punts that day for an average of 40.1 yards with a long of 53. CHARLOTTE, N.C. — Jonathon Brooks doesn’t know how he’ll feel once Sunday comes, once his long-awaited debut for the Carolina Panthers is here. Same goes for Jonathon’s brother, Jordon. Same goes for his mother, Jennifer Donovan, too. The same probably is true for the throngs of people in Hallettsville, Texas, who’ve been reading all the injury news and calling anyone and everyone they know in Charlotte to get the latest update on their hometown hero. There’s one person who the family has been wondering about, specifically, though. He’s been the subject of the question Jennifer, Jordon and Jonathon have asked more and more lately, as the Panthers’ contest with the Kansas City Chiefs at 1 p.m. Sunday in Bank of America Stadium approaches. What would Dad think? “It’s funny because Jordon and I, we say that a lot, too,” Donovan told The Charlotte Observer over the phone earlier this week. “We just really wonder what Skip would be saying. How would he be reacting?” “Honestly, I don’t know,” Jordon began. He then laughed. “I mean, well, I do know.” James “Skip” Brooks would be happy, the son said. “And I can only imagine how happy he’d be.” When Jonathon Brooks makes his NFL debut Sunday, he’ll be playing for a lot of people. The second-round draft pick, who has missed the first chunk of his rookie season recovering from an ACL tear he suffered Nov. 11 of last year, will be playing for his friends. He’ll be playing for his teammates. He’ll be playing for his mother, who helped raise her shy kid from a small southern Texas town who has a gift for finding the open field. He’ll be playing for his brother, who he used to ride bikes with and jump on trampolines with and played living room football with until the end zone couches couldn’t take anymore. He’ll also be playing for his father, who fueled his football dream, who died in 2022 but who Brooks is convinced has been watching over him since. “I feel like I play for a bigger reason,” Jonathon said. “I play for God, my family.” As he always has. Even when it wasn’t easy. The 3 touchdowns the Brooks family won’t forget Ask about Jonathon, and there are three trips to the end zone that stick out in the Brooks family’s collective memory. It’s not hard to see why. The first came when Jonathon was a freshman at Hallettsville High. Jordon, then a senior, remembers it well. It was the seventh week of the 2017 football season, and Jonathon, who’d been tearing it up at the JV level, had gotten called up to varsity. The offense was less than 5 yards away from the end zone. For years, Jordon had seen what others hadn’t. That’s what happens when you’re two of nine grandchildren, part of a big family that featured three uncles and five aunts on Dad’s side and three uncles on Mom’s. It’s also what happens when you’re the son of Skip. Skip Brooks was born and raised in Shiner, Texas, a slightly bigger town than neighboring Hallettsville that is known for its Shiner Bock beer. He was a football player back in the day and used to tease his kids that he was a great running back, too — that they’re lucky they didn’t have video to show how elusive he was. Skip loved his boys and loved pushing them in their shared passion for football. He coached them at times when they were running around in the community’s youth leagues. Jordon acknowledges that “I know he’s my brother and all” but “the way he could see the field was insane at a young age.” And that’s why when coach called a handoff-counter-right on that Friday night in the fall of 2017, Jordon knew what would happen: a touchdown. With no planned celebration, Jonathon just sprinted to his brother, who’d already jogged to his position as a blocker on the PAT team, and jumped up and celebrated with a shoulder bump. A newspaper photographer captured it mid-air; that’s one of Jennifer’s favorite pictures in her scrapbook, she said. “I almost wish they were closer in age and could have more time playing together because it was just really a lot of fun,” Jennifer said. “Everybody in town was super excited.” The second memorable touchdown came four years later, while Jonathon was at Texas. A lot had happened in those four years. He’d go on long road trips with his father and brother — from San Antonio to Florida to California — to play football and get people to see him play. As a sophomore, Jonathon was offered a scholarship to Texas. As a senior, he lived up to that billing, putting up stats that made eyes across the country pop: 3,530 yards and 62 touchdowns on 350 carries. Who is this guy, and where is Hallettsville? That second special touchdown came late in the fourth quarter in a game against Rice. The Longhorns were on the good side of a blowout. Brooks took a handoff from the shotgun, ran left and sliced through the defense for a 17-yard score. That score was the only one he got in the 2021 season, when he backed up Bijan Robinson, now with the Atlanta Falcons. It was also the only collegiate touchdown his father saw. Skip Brooks passed away March 28, 2022, during a spring practice of Jonathon’s sophomore year. Kidney disease ran in the family, and he was on and off dialysis for years. A few months after restarting dialysis in December 2021, he underwent surgery, and complications from that surgery formed a blood clot, which ultimately killed him. The loss of Skip was an incalculable one for a Shiner community who adored him and a devastating one for the family who loved him. That leads us to the third touchdown — and to the many more thereafter. Jonathon and Jordon, a few weeks after the death of their father, each got tattoos on their forearms that read the date March 28, 2022 in roman numerals with “Dad” emblazoned over it. Every time Jonathon stomps into paydirt now — and every time he will in the future — the shy, small-town Texas kid taps his forearm, as if he’s ringing Skip’s heavenly doorbell, and points to the sky. ‘To finally live out his dream’ You’re probably familiar with Jonathon Brooks from here. After waiting two seasons to be the premier back at Texas — behind talents Roschon Johnson and Robinson — he broke out like everyone figured he would as a redshirt sophomore. In 11 games that 2023 season, he finished with 1,139 yards and 10 touchdowns rushing, enough to solidify him as one of the best running backs in the country. That 11th game, against TCU, Brooks tore his right ACL. That meant no NFL scouting combine. No Senior Bowl appearances. But that didn’t stunt Brooks’ NFL stock. The Panthers selected Brooks in the second round of this year’s draft, making him the first running back taken off the board. And despite reports of his timeline being ready by training camp — that it was a complete tear, making the recovery process potentially less complicated — the Panthers’ brass made it clear that they were content taking their time with Brooks. That time almost came two weeks ago, when Brooks was activated to the 53-man roster. But on Sunday, that time will finally come: Panthers coach Dave Canales said that he “fully expects” Brooks to make his debut against the Chiefs — and it’s possible to expect him to get more touches than he otherwise might, with typical third-down back Miles Sanders still nursing an ankle injury from Week 10. It might not be a lot of touches, of course. Panther running backs not-named Chuba Hubbard have only earned 42 rushes through 10 games. But the most memorable moments for Jonathon haven’t come in the biggest seasons, after all. They’ve come in the smaller moments. They’ve all involved his family, too: as a freshman in high school celebrating with his older brother; as a freshman at Texas scoring the last touchdown Skip saw; as a player now, every time he hits the end zone and points to his father. To Brooks, family is everything. And everyone can tell. “It would be amazing,” Ja’Tavion Sanders said Monday. The jovial rookie tight end said this when he was asked how he might feel when Jonathon — his Texas Longhorn teammate and next-door locker buddy who considers himself an honorary member of the Brooks family — finally makes his NFL debut. He said it in earshot of Brooks, who could only smile and shake his head as Sanders bragged on him. “All the trials and tribulations, and then him putting all the work in just to get back to this point and to ultimately have his debut, to finally live out his dream that he’s worked so hard for, I’ll be so excited,” Sanders continued. “Hopefully I’m in when he gets that first carry so I’m blocking for him.” Jonathon’s mother feels the same. Jordon does as well. They, too, have thought about Skip a lot — whether that be while walking their two golden doodles, Nala and Nova, or while Jordon chips away at getting his commercial driver’s license. Skip, after all, was an 18-wheel truck driver and carried lumber and pipes across the country while always finding ways to prioritize one of his joys: watching his sons play football. As Sunday approaches, the question gets louder: How would Dad feel? “I wonder that,” Jennifer said. “Because he was kind of an introvert. He didn’t show a whole lot. Didn’t say a whole lot, sometimes even. But I do want to believe that he would have some tears. I do. Just proud. Just feeling really happy that his child has done this. And he pushed it and wanted it so bad for him. I think he would probably have some tears. He might wipe them real quick so nobody sees. Azerbaijan's president says crashed jetliner was shot down by Russia unintentionally Azerbaijan’s President Ilham Aliyev says the Azerbaijani airliner that crashed last week was shot down by Russia, albeit unintentionally.
