Dogs seized Oct. 24 from a home at 42 Madison Road in Norridgewock rest at their foster home, arranged by the Animal Welfare Society’s Kennebunk shelter. State officials say they seized 48 dogs and five cats from the home. Animal Welfare Society photo NORRIDGEWOCK — Prior complaints were lodged as early as April by local officials concerned with inhumane conditions at a Norridgewock home where the state last month seized nearly 50 dogs and a few cats, according to an affidavit. The home, a single-wide mobile home at 42 Madison Road, belongs to Diane and Steven Bouffard. Maine’s Animal Welfare Program executed a search warrant at the property Oct. 24, seeking to find and seize evidence of the crime of cruelty to animals. There was probable cause that an animal cruelty violation had taken place or was taking place at the property, according to the affidavit written by Rachel Welch, a district humane agent for the program. The search of the property revealed 48 dogs, including 46 that were white or tan shih tzus, and five cats, all of which were seized by the state. At least three of the dogs and likely more were never registered with the town, according to Norridgewock’s dog license records. Multiple prior complaints were made against the property, according to the affidavit. On April 17, Welch wrote that she had received a complaint from Dexter Bridges, Norridgewock’s animal control officer, about poor living conditions for animals at the residence. Welch said she met with Diane Bouffard on April 22 at the Madison Road residence, where Welch observed poor conditions inside the home. Welch said she gave Bouffard a notice to bathe the dogs and thoroughly clean the home, and asked Bouffard to consider neutering the animals. When asked how many pets she had, Bouffard said she had 17 dogs, all registered with the town, and “about 15” cats, according to the affidavit. On June 12, Bouffard reported a missing dog to the town. In the following days, multiple people reported seeing a dog in the vicinity of River Road in Norridgewock. Bouffard was contacted, but never showed up, according to Town Manager Richard LaBelle. Three days later, a dead dog was reported on the shoulder of the road, and Bouffard confirmed it was one of her animals. After multiple failed follow-up visits, Welch was able to meet again with Bouffard on Oct. 21 to see if changes had been made to the property. During the visit, Welch saw that a majority of the dogs had feces matted to their body. Welch said she determined the area was not clean or safe enough for animals or people. The affidavit was filed Oct. 22. Following the state’s seizure, the Animal Refuge League of Greater Portland in Westbrook received 23 of the dogs, the Animal Welfare Society in Kennebunk took nine dogs and three cats and Midcoast Humane accepted 14 dogs and two cats. The dogs were matted and in poor condition when they arrived Oct. 24 at Midcoast Humane’s Brunswick location, but it was clear that they were nice animals, according to Executive Director Jess Townsend. “When you’re working with pets that have come from an overcrowding situation, you never quite know what you’re getting until you get them,” Townsend said. “Absolutely lovely dogs, and I’m very sorry for the people who own them, because, you know, nice dogs don’t just happen. Nice dogs are socialized and raised, and they did a good job, and I’m going to guess that they got overwhelmed.” Townsend said the dogs do not like being left alone, and would be happiest at a home with other dogs and owners who are present. The Animal Welfare Society will update its website after the animals pass veterinary wellness checks and are available for adoption, according to Stephanie Kelley, the organization’s marketing communications manager. Boyd scores 22 in Charleston's 79-64 win against Northern KentuckyPresident-elect Donald Trump’s team submitted an ethics plan guiding the conduct of its members throughout the transition period that does not appear to include provisions for one key member of the team: the president himself. “There does not appear to be a provision addressing the requirement for the president-elect to address his conflicts of interest,” said Valerie Smith Boyd, director of the Center for Presidential Transition at the nonprofit, nonpartisan Partnership for Public Service. CNN has asked the Trump transition for comment on why there is no provision addressing Trump’s potential conflicts of interest. During his first term, Trump was repeatedly criticized by ethics groups for potential conflicts of interest relating to his businesses and brands. Both Trump’s and his family’s foreign business ties have also come under intense scrutiny throughout his time in office and on the campaign trail. Still, after winning in 2016, Trump took some nominal steps toward alleviating ethical concerns before entering the White House by pledging to relinquish control of his companies and put his business holdings in a trust, which was controlled by his two sons, Donald Trump Jr. and Eric Trump. He has made no such assurances this time. Rather, Trump lately has added potential conflicts of interest with some of his latest business dealings. Much of his wealth these days is tied up in stock for Trump Media & Technology Group, a newly publicly traded company that owns his social media website TruthSocial. While campaigning, he hawked several new products capitalizing on his name and fame, including a line of watches, some retailing for $100,000, that he launched through an opaque licensing agreement with a company of undisclosed origins. CNN traced the business to a shopping plaza in Sheridan, Wyoming, that is the registered address for dozens of other companies. Trump and his sons also kickstarted a cryptocurrency venture just weeks before the election, even as he promised to push through an agenda favorable to Bitcoin enthusiasts and investors. Trump has not said how he would guarantee that he won’t pursue these policies – with potentially massive implications for financial markets and the future of the US dollar – in the interest of benefiting his family’s new enterprise. The ethics agreement, posted late Tuesday to the General Services Administration’s website , otherwise “does appear to comply with most of the requirements in the Presidential Transition Act,” a law governing the protocols around transition activities, said Boyd. Updates to that act requiring the ethics pledge were introduced by Trump ally Sen. Ron Johnson, a Wisconsin Republican, and signed into law by Trump in March 2020. The plan requires transition team members to “avoid both actual and apparent conflicts of interest,” to “safeguard classified information” and “non-public information and other information that is not readily available to the public.” It also prohibits team members who have participated in lobbying activities in the last year or are registered as lobbyists, and forbids team members from serving as registered foreign agents while serving the transition. Each team member is required to sign the code of ethical conduct detailing those provisions. Trump’s team blew past a pair of September and October deadlines to sign agreements with the Biden White House and General Services Administration laying the groundwork for a smooth transition. Democrats and watchdogs sounded the alarms over potential risks to national security and continuity between administrations in the absence of those agreements. Three weeks after the election, the Trump team submitted its ethics plan and signed the White House agreement, but skipped the GSA agreement, saying in a statement that the transition “will operate as a self-sufficient organization” and that its “organizational autonomy means a streamlined process.” Trump’s team also has yet to sign an agreement with the Department of Justice to begin processing the security clearances needed for staffers to access classified information during the transition period, White House officials said, adding that “progress has been made towards an agreement.” The Trump transition did not immediately respond to CNN’s inquiry regarding whether it would enter into the agreement before Inauguration Day. CNN previously reported that Trump’s transition team is bypassing traditional FBI background checks for at least some of his Cabinet picks while using private companies to conduct vetting of potential candidates for administration jobs, people close to the transition planning said. Trump and his allies believe the FBI system is slow and plagued with issues that could stymie the president-elect’s plan to quickly begin the work of implementing his agenda, people briefed on the plans said. Critics say the background checks sometimes turn up embarrassing information used to inflict political damage. When he takes office January 20, Trump will have the authority to make his own changes to the security clearance system, which is largely based on executive orders. For instance, he could charge individuals he trusts to adjudicate the information found during background investigations and make a determination on clearance status, rather than the traditional federal experts who have traditionally managed that process. Still, Boyd said it was “promising” that progress has been made in the transition process. “We all continue to hope that agreement will be signed because it will reduce confusion if the Trump team has people with federally-vetted background investigations ready to go on day one,” she said. Trump’s team declined to sign an agreement with the GSA unlocking access to federal resources like office space and secure communications equipment, which has also raised concerns. In the absence of that agreement, Boyd said, Trump’s team “may not be operating on a federally-approved secure network,” requiring federal agencies to find ways to protect the sensitive information they share with incoming officials. The White House on Tuesday night provided guidance to various agencies relating to “best practices to facilitate secure information sharing” with the Trump transition team if needed, a White House official said. White House deputy chief of staff Natalie Quillian met with the Agency Transition Directors Council, which is comprised of senior career leaders at agencies across the federal government, and the deputy chiefs of staff for each department on Wednesday morning to discuss next steps for working with Trump’s agency landing teams, the official said. The Trump transition team signing the White House agreement, Boyd said, is a “really important step.” “Both parties should be commended on reaching an agreement to share information. The most concerning scenario would be if the incoming president’s team was not communicating with federal agencies. Now that the communication is open, we’re in a better position for sharing information about national security risks,” Boyd said.

Alberta and Saskatchewan could safely store decades’ worth of North America’s carbon emissions, making Alberta ideal for carbon storage. Projects like the Alberta Carbon Trunk Line have demonstrated the technical feasibility of capturing and transporting CO2, but this is only a fraction of Alberta’s potential. By expanding CCUS infrastructure, Alberta could offer carbon storage to industries across the continent, transforming this advantage into a competitive service. But this window won’t stay open forever. Other jurisdictions, such as parts of the U.S. Midwest and Gulf Coast, also have suitable geology and could become major players. Alberta needs to act now to secure a leadership role. Critics argue that CCUS technology is costly, especially in its early stages. But the costs of inaction are higher. If Alberta falls behind in carbon-reduction infrastructure, we risk losing ground to regions already investing in CCUS. This industry has the potential to generate billions in revenue through job creation and international investment. By investing now, Alberta can be first to capture demand as carbon-reduction policies solidify. While market demand may fluctuate with global policies, establishing CCUS infrastructure early would allow Alberta to adapt and remain competitive. Some Albertans may question the value of CCUS spending, especially if they are skeptical of human-driven climate change. Yet the world’s largest economies are moving forward with carbon reduction policies regardless of Alberta’s stance. The European Union, for instance, has introduced a Carbon Border Adjustment Mechanism (CBAM) to tariff imports from countries with weak carbon policies, and the United States is considering similar measures. Establishing CCUS now will help ensure Alberta’s continued market access, protect industries from penalties, and preserve our competitiveness. For those focused on job security and growth, CCUS offers a transformative path forward. Expanding CCUS infrastructure would create thousands of high-quality, stable jobs in engineering, construction, and operations — fields where Alberta already has expertise. Transitioning the workforce will require careful planning, but pairing CCUS with renewable technology offers workforce retraining opportunities, ensuring that Albertans employed in traditional sectors remain essential to our energy future. By diversifying the provincial economy around carbon management, Alberta can position itself for resilience in the global energy transition. While some argue that CCUS could extend Alberta’s reliance on fossil fuels, it’s crucial to see CCUS as one part of a comprehensive energy strategy. By integrating CCUS with renewable investments, Alberta can lead in both low-carbon innovation and traditional energy expertise. Aligning CCUS with projects in wind or solar would balance carbon capture with renewable growth, amplifying Alberta’s strengths in both domains and positioning us to lead in a sustainable, diversified energy market. Another critique of CCUS is its long-term cost, especially for aged infrastructure no longer needed. However, Alberta can add a small fee per ton of stored CO2 over the project’s life span to build a reclamation fund, avoiding the issue of orphan wells. Following models used effectively elsewhere, an independently overseen fee structure could ensure these funds are responsibly managed, reducing future financial risks. This would allow for decommissioning and reclamation without burdening future generations. Supporting CCUS isn’t about conceding to any one view on climate science; it’s about adapting to global market trends while leveraging Alberta’s strengths. WASHINGTON — Matt Gaetz withdrew Thursday as President-elect Donald Trump’s pick for attorney general amid continued fallout over a federal sex trafficking investigation that cast doubt on his ability to be confirmed as the nation’s chief federal law enforcement officer. Specifically Derrick Henry, who rushed for 140 yards. Lamar Jackson threw a couple of touchdown passes, and the defense was solid, allowing touchdowns on the first and last Los Angeles drives but not much in between. “I’m proud of our guys,” John Harbaugh said. “I’m proud of the way they came out and responded after the first 10 points — we were down 10-0, and our guys stepped up.” After converting fourth-and-1 at their 16 late in the second quarter, the Ravens scored on a 40-yard pass from Jackson to Rashod Bateman, taking the lead for good at 14-10. Baltimore's other two fourth-and-1 conversions came on a 14-play touchdown drive that spanned the end of the third quarter and start of the fourth. “We’re just confident that we’ll end up converting on those fourth downs, and we did a great job blocking,” said Henry, who converted the last two of the fourth downs. "All we had to do was make a play, and we did.” What's working The Ravens got back to their identity a bit, rushing for 212 yards. And it wasn't just Henry and Jackson contributing. Justice Hill broke free for a 51-yard touchdown that made it 30-16 in the fourth. “Nobody wants to stand in front of (Derrick Henry) every single play, every single run,” Hill said. "You can do it one time, two times, three times, but when you have to do it 20 to 25 times, it starts to wear down. I’m glad we stuck with the run game this game, and it played out for us.” What needs help There were still too many penalties, with the Ravens flagged nine times for 102 yards. Baltimore played a pretty clean game until the fourth quarter, so several of those flags came after the Ravens had the game reasonably under control, but this is still an area of concern. Stock up With star linebacker Roquan Smith out because of a hamstring injury, Malik Harrison led the Ravens with a dozen tackles. “It’s a lot of people that doubted me coming into this game, so I’m happy I was able to ball out and show them that I can be in this league, and I can play at a high level,” Harrison said. Stock down There was a time when Isaiah Likely seemed as if he might be supplanting Mark Andrews as Baltimore's top tight end threat, but Likely went without a catch Monday. Jalen Hurts enters Week 12 with a 42-19 career record as the starting quarterback of the Philadelphia Eagles . For some unknown reason, NFL analysts — especially those who used to be journeymen quarterbacks in the league — continue to shade Philly’s QB1 despite the team’s 8-2 start to the season. The latest negative commentary came this week from ex-NFL quarterback Colt McCoy, who dropped this take on Hurts and the Eagles on his Clean Pocket podcast : “I really like Philly. Their offensive line is tremendous. A.J. Brown, DeVonta Smith, Dallas Goedert ... don’t forget Saquon Barkley. I mean, how can you forget him? He rushes for over 100 yards a game, catches like seven or eight balls a game, jumps over people backwards. I mean, this dude’s ridiculous. “My holdup is Jalen Hurts. You watch the game, and you go back and see the highlights, and it’s like, he doesn’t do anything crazy or special. He’s 18 of 30 for 200 yards and two touchdowns. It’s like, how does this happen? He rushes for two touchdowns a game with the ‘tush-push.’ ... I don’t see these big-time throws, or great reads, or awesome third-down conversions. Jalen just kind of figures it out and relies on everyone around him.” Wow. There’s a lot to unpack there. McCoy definitely sounds like someone who watches the highlights and checks the box scores. He doesn’t sound like someone who actually watches the Eagles play week to week. First of all, Hurts isn’t checking the ball down to Barkley “seven or eight” times per game. Barkley’s only been targeted five times in a game once through the first 11 weeks. His high for the season is four receptions. Despite all the claims to the contrary — and McCoy’s hardly the first — the Eagles actually do pass the football down the field. They enter Week 12 ranked top-10 in the NFL in average yards per completion (10.9). Hurts has plenty of “big-time” throws this season. He tossed an absolute dime to Brown to seal the win over Cleveland that kicked off this current six-game win streak. The win over the Packers featured a gutsy third-down conversion from Hurts to Smith right around the 2-minute warning. Hurts had a near perfect passer rating in outdueling Joe Burrow in Week 8. He continues to catch shade for his play against the Commanders, even though he led three consecutive touchdown drives in the fourth quarter and rushed for the go-ahead score. This whole line of commentary has become old hat. Philly’s offense runs through the offensive line, and that typically leads to run-heavy game scripts. Hurts currently ranks 23rd in the NFL in total pass attempts entering Week 12. The Eagles aren’t as dependent on the passing game as the average NFL team, which fuels the perception that their QB must not be that good. McCoy’s commentary on Hurts is certainly out there, and so was Ryan Fitzpatrick’s head-scratching take during last week’s Thursday Night Football postgame show. But as long as the Eagles continue to win games behind a dominant run game and smothering defense, the Hurts slander is sure to continue. A Chhattisgarh police constable, who was facing a probe in connection with an alleged police recruitment scam, was found hanging from a tree in Rajnandgaon district on Saturday (December 21, 2024). A handwritten message on the palm of the deceased, Anil Ratnakar, on purported attempts to shield officers and implicate junior staff in the scam, has added mystery to the death, with the Opposition targeting the ruling Bharatiya Janata Party (BJP) government in the State on alleged corruption. Ratnakar’s family has also alleged that he was being harassed by investigators. Rajnandgaon Superintendent of Police (SP) Mohit Garg said Ratnakar’s body had been found on Saturday morning. Mr. Garg said Ratnakar and a few police personnel, as well as staff of a timing technology company partnering in the ongoing recruitment drive, were being questioned in connection with alleged irregularities in the drive. The First Information Report (FIR) filed in connection with the alleged irregularities on December 17 notes that “the process was tampered with in an unfair manner” and that the “possibility of involvement of technical team, police staff and others in the above case cannot be ruled out”. Ratnakar, who was posted at the Jalbandha police post of neighbouring Khairagarh-Chhuikhadan-Gandai, was visiting Rajnandgaon to assist with the same recruitment drive examination in which 20,000 candidates had appeared. So far six persons — four constables and two members of the private company providing technical assistance — have been arrested, the police said in a statement. The SP added that a note handwritten with a pen had been found on Ratnakar’s palm, alleging (police) staff were being targeted amid attempts to “save officers who were involved”. Anil Ratnakar’s older brother Sunil Ratnakar reiterated the allegations, and said that his brother was being framed. He cited a phone call from Anil and said the latter was being harassed and tortured by his seniors. “He had called from someone else’s number and said he was not even 1% involved. He said that one by one their [his and other police personnel’s] statements were being taken and they were being harassed and tortured,” Mr. Sunil Ratnakar told journalists. Mr. Garg said the allegations would be probed. “The matter was serious to begin with and is being handled with seriousness. When the matter was revealed, we had filed an FIR. There will be a thorough probe into what was written on Anil’s hands. We are already probing and checking [the role of] all the officers and if we get any evidence against anyone, strict action will be taken,” Mr. Garg said. Meanwhile, former Chief Minister Bhupesh Baghel took to social media platform X and demanded a high level probe. “The police recruitment scam of Rajnandgaon seems to be a serious matter. What constable Anil Ratnakar wrote on his hand before committing suicide shows its seriousness. The meaning of ‘employees are being framed, officers are being protected. All officers are involved’ is clear @vishnudsai [Chief Minister Vishnu Deo Sai’s handle] ji. Corruption has definitely taken place. Officials also have a role to play. Now a high level investigation is necessary,” Mr. Baghel said. (The Center Square) – Members of the violent Venezuelan prison gang, Tren de Aragua (TdA), continue to expand criminal operations nationwide, including in the midwestern states of Illinois, Indiana, Missouri and Wisconsin. In Illinois, Chicago has long been plagued with illegal border crosser crime, serving as a major hub for drug trafficking operations run by the Mexican Sinaloa Cartel and transnational criminal organizations working with street gangs, the U.S. Drug Enforcement Agency has reported. As the border crisis escalated over the past few years, a record number of Venezuelan illegal border crossers, more than one million, were reported under the Biden administration. As hundreds of thousands were released into the U.S., including TdA members, violence spread nationwide, including in the so-called sanctuary city of Chicago. Tren de Aragua gang members are known for violence, murder, kidnapping, extortion, bribery and human and drug trafficking and are linked to more than 100 law enforcement investigations nationwide. An investigation by America First Legal found that Chicago law enforcement learned that TdA members were perpetrating human trafficking, sex exploitation, drug trafficking, and retail theft rings, also using extreme brutality – including dismemberment – to threaten their rivals. TdA members have embedded themselves in South American migrant communities, with Chicago Police Department records revealing at least 30 arrests were of confirmed TdA members between Jan. 1, 2023, and Sept. 10, 2024, according to records obtained by AFL through Freedom of Information requests. In October, AFL released its first report on TdA crime impacting Cook County, publishing records from the Cook County Sheriff’s Office. In November, it published data and documents from the Chicago Police Department and Illinois Governor’s Office related to TdA crime and city policies. According to police arrest records obtained by CWB Chicago News, arrests of Venezuelan nationals in Chicago exploded by more than 2,500% under the Biden administration between 2021 and 2023. Chicago Police Department officers arrested six Venezuelan nationals in 2021, 26 in 2022 and 686 in 2023, according to the data. Venezuelan arrests in 2023 were up 11,333% from 2021 and up 2,538% from 2022, the outlet reported. TdA crime doesn’t just stay in Chicago but has been found to be linked to multiple cities. Last month, an alleged TdA member operating in Chicago was arrested in Chattanooga, Tenn. in a sex trafficking crackdown, NBC 5 News Chicago reported. This is after he illegally entered the U.S. in Eagle Pass, Texas, in July 2022, was processed for removal and released into the country instead of being detained, according to U.S. Immigration and Customs Enforcement. By February 2024, he was arrested by Cicero, Ill., police officers on multiple charges including aggravated unlawful use of a weapon, and subsequently released. In March, ICE arrested and detained him, nearly two years after ICE first released him into the country. In Indiana, Indianapolis Metropolitan Police Department detectives busted a sex trafficking ring connected to TdA members allegedly engaged in forced prostitution with ties to a sex trafficking ring in Boston, Mass., authorities said, WTHR News reported. TdA members were also arrested in Missouri, prompting state and federal lawmakers to demand answers and introduce legislation, The Center Square exclusively reported. In Wisconsin, a confirmed TdA member was arrested in Crawford County late last year on six charges including strangulation, false imprisonment, sexual assault and child abuse, WXOW News 19 reported. Some reports by think tanks and on social media appear to confuse TdA with South American theft groups (SATG) operating in the Midwest. The SATG are primarily run by Columbian and Chilean nationals who either illegally entered the U.S. or exploited a visa program, The Center Square reported. Those targeting NFL and NBA players in Michigan and Minnesota have been confirmed to be part of the SATG, The Center Square reported. Although TdA has established a stronghold in Colombia, Chile and Peru, authorities have yet to confirm TdA affiliation when making SATG announcements. Many of these cases are ongoing and SATG culprits remain at large. SATG operatives target wealthy neighborhoods, burglarize homes and quickly leave the scene. TdA operatives entrench themselves in migrant communities, perpetrate human trafficking, forced prostitution, aggravated assault and murder, among other violent crimes. The common trait SATG and TdA members share is they illegally entered the U.S. under the Biden administration and have been identified as top targets for removal by the Trump administration.
