The Seoul Central District Court said it approved an arrest warrant for former Defense Minister Kim Yong Hyun on charges of rebellion and abuse of power. Kim has been detained since Sunday. Prosecutors have up to 20 days to determine whether to indict him. A conviction on the charge of rebellion carries a maximum death sentence. Kim became the first person arrested over the case. He has been accused of recommending martial law to Yoon and sending troops to the National Assembly to block lawmakers from voting on it. Enough lawmakers eventually managed to enter a parliament chamber and unanimously rejected Yoon’s decree, forcing the Cabinet to lift it before daybreak on Dec. 4. Kim said in a statement Tuesday that he “deeply apologizes for causing significant anxiety and inconvenience.” He said all responsibility for the imposition of martial law rests solely with him and pleaded for leniency for soldiers deployed to enforce it, saying they were only following his order. Prosecutors reportedly accuse Kim of playing a key role in a rebellion and committing abuse of power by staging a riot to disrupt the constitution in collaboration with Yoon and other military and police officers. Prosecutors' offices in Seoul couldn't immediately confirm the reports. The opposition-controlled parliament passed a bill Tuesday to appoint an independent special counsel to investigate Yoon and other top military officials over the martial law introduction. The main opposition Democratic Party had advocated for a special counsel investigation, arguing that public prosecutors cannot be trusted to conduct a thorough investigation of Yoon, a former prosecutor-general. During a parliamentary hearing Tuesday, Kwak Jong-keun, commander of the Army Special Warfare Command whose troops were sent to parliament, testified that he received direct instructions from Kim Yong Hyun to obstruct lawmakers from entering the National Assembly’s main chamber. Kwak said the purpose of Kim’s instructions was to prevent the 300-member parliament from gathering the 150 votes necessary to overturn Yoon’s martial law order. Kwak said Yoon later called him directly and asked for the troops to “quickly destroy the door and drag out the lawmakers who are inside.” Kwak said he discussed Yoon’s order with the commander at the scene and that they concluded there was nothing that could be done, ruling out the possibility of threatening the lawmakers by shooting blanks or cutting off electricity. At the same hearing, senior officer Kim Dae-woo of the military’s counterintelligence agency said his commander, Yeo In-hyung, asked him if an army bunker in Seoul had space to detain politicians and other figures after martial law was imposed. Yeo is considered a close associate of Kim Yong Hyun. Last week, Hong Jang-won, a deputy director of the country's spy agency, said Yoon ordered him to help Yeo’s command to detain some of his political rivals but he ignored the president’s order. Kwak and Yeo are among those who face opposition-raised rebellion charges along with Yoon and Kim, and the Defense Ministry suspended them last week. Opposition parties and many experts say the martial law decree was unconstitutional. They say a president is by law allowed to declare martial law only during “wartime, war-like situations or other comparable national emergency states” and South Korea wasn’t in such a situation. They argue that deploying troops to seal the National Assembly to suspend its political activities amounted to rebellion because the South Korean Constitution doesn’t allow a president to use the military to suspend parliament in any situation. In his martial law announcement, the conservative Yoon stressed a need to rebuild the country by eliminating “shameless North Korea followers and anti-state forces,” a reference to his liberal rivals who control parliament. Yoon avoided impeachment on Saturday after most governing party lawmakers boycotted a floor vote in the National Assembly. The Democratic Party said it would prepare for a new vote on Yoon's impeachment on Saturday. The party on Tuesday submitted motions to impeach Yoon’s police chief and justice minister as well. It pushed to impeach Kim Yong Hyun and the safety minister, but they resigned before parliament took a vote. If Yoon is impeached, his presidential powers would be suspended until the Constitutional Court decides whether to restore his powers or remove him from office. The new laboratory will be named in honor of Eugene A. Dellea, former president of Fairview Hospital, who is currently vice president of government relations for Berkshire Health Systems. He joined the former Hillcrest Hospital in September 1955, where he became the chief medical technologist. During his early years at Hillcrest, Dellea was instrumental in building a new state-of-the-art laboratory. In addition to his work at Hillcrest, he was known for his commitment to preventative healthcare, organizing many community health screenings for diabetes, and providing other lab services. Coote had the right to appeal against the decision but PA understands the Nottinghamshire referee has decided not to. The video which triggered PGMOL’s investigation into Coote’s conduct first came to public attention on November 11. In it, Coote is asked for his views on a Liverpool match where he has just been fourth official, and describes them as “s***”. He then describes Klopp as a “c***”, and, asked why he felt that way, Coote says the German had “a right pop at me when I reffed them against Burnley in lockdown” and had accused him of lying. “I have got no interest in speaking to someone who’s f****** arrogant, so I do my best not to speak to him,” Coote said. Later in the video, Coote again refers to Klopp, this time as a “German c***”. The Football Association opened its own investigation into that video, understood to be centred on that last comment and whether Coote’s reference to Klopp’s nationality constituted an aggravated breach of its misconduct rules. The investigation by PGMOL which led to Coote’s contract being terminated is also understood to have looked at another video which appeared to show Coote snorting a white powder, purportedly during Euro 2024 where he was one of the assistant VARs for the tournament. European football’s governing body UEFA also appointed an ethics investigator to look into the matter.
WASHINGTON — President Joe Biden on Monday vetoed a once-bipartisan effort to add 66 federal district judgeships, saying “hurried action” by the House left important questions unanswered about the life-tenured positions. The legislation would have spread the establishment of the new trial court judgeships over more than a decade to give three presidential administrations and six Congresses the chance to appoint the new judges. The bipartisan effort was carefully designed so that lawmakers would not knowingly give an advantage to either political party in shaping the federal judiciary. The Democratic-controlled Senate passed the measure unanimously in August. But the Republican-led House brought it to the floor only after Republican Donald Trump was reelected to a second term in November, adding the veneer of political gamesmanship to the process. The White House had said at the time that Biden would veto the bill. “The House of Representative's hurried action fails to resolve key questions in the legislation, especially regarding how the new judgeships are allocated, and neither the House of Representatives nor the Senate explored fully how the work of senior status judges and magistrate judges affects the need for new judgeships,” the president said in a statement. Overturning Biden's veto would require a two-thirds majority in both the House and Senate, and the House vote fell well short of that margin. Organizations representing judges and attorneys had urged Congress to vote for the bill. They argued that the lack of new federal judgeships had contributed to profound delays in the resolution of cases and serious concerns about access to justice. Sen. Todd Young, R-Ind., reacted swiftly, calling the veto a “misguided decision” and “another example of why Americans are counting down the days until President Biden leaves the White House.” He alluded to a full pardon that Biden recently granted his son Hunter on federal gun and tax charges. “The President is more enthusiastic about using his office to provide relief to his family members who received due process than he is about giving relief to the millions of regular Americans who are waiting years for their due process," Young said. The Japanese superstar caps 2024 by winning The Associated Press Male Athlete of the Year for the third time, tying him with basketball great Michael Jordan. He trails only four-time winners Lance Armstrong, Tiger Woods and LeBron James. “I’m very honored,” Ohtani said through translator Matt Hidaka in an exclusive interview with the AP. ”Obviously all the hard work has paid off. Maybe next year, I’ll get the award again.” In balloting by 74 sports journalists from the AP and its members, Ohtani received 48 votes. He previously won the award in 2023 and 2021 , when he was with the Angels. “Growing up in Japan, I did follow Michael Jordan and Tiger Woods,” he said. “I would see their accolades and how they were successful in the United States.” The AP honor has been given out since 1931. Golfer Babe Didrikson won six times, the most by a man or woman. His previous best was 46, set in 2021.
