Virginia Beach has agreed to give Something in the Water up to $500,000 for next year’s festival, but only if organizers meet specific goals and are transparent in the planning. Details of a contract signed last week were released Tuesday after The Virginian-Pilot/Daily Press filed a Freedom of Information Act request for specifics. The contract gives an initial $100,000 to the festival, which was started by native son and music mogul Pharrell Williams. To receive the next $200,000 the festival must give the city a lineup list by Dec. 31, then complete a “promoter’s special event permit application” for the final $200,000 installment. The city will give the festival five days’ notice if there is a breach of contract and festival organizers must remedy the problem within five days or forfeit the money. The contract aims to ensure transparency. In September, Williams postponed the festival from October until 2025 within hours of tickets going on sale. City leaders were blindsided as was a local business community that had banked on projected revenue related to the event. The new agreement spells out issues concerning copyrights, public safety and inclement weather procedures after weeks of delays and negotiations that frustrated city leadership. The contract — signed last Friday by festival-authorized signatory Penni Thow and Deputy City Manager Amanda Jarratt — finalized the festival’s dates as April 26-27. Organizers also agreed to “increase its efforts to reasonably collaborate” with City Council liaisons and staff to produce a festival “that highlights the City of Virginia Beach.” The city agrees to provide financial sponsorship equal to tax revenue generated by the event within its “official festival grounds” at the Oceanfront, between 2nd Street and the Virginia Beach Fish Pier. The local admissions tax is 10% for concert tickets, 5.5% tax on prepared foods and drinks, and 1% of the 6% sales tax will go to the city. The final amount of the sponsorship will be determined after the event’s conclusion. The contract states the city has the right to audit books and records related to the agreement including those of the festival, its employees and agents. While the contract does not obligate the music festival remain in Virginia Beach, it does state that organizers must include event dates and try to provide timelines for ticket sales and artist lineups in any future agreements such as 2026 and 2027 festivals. Phil Murphy shared on Sunday night that he had taken matters into his own hands after a dearth of official information, posting to X that he went drone spotting with state police in West Trenton. “The public deserves clear answers — we will keep pushing the federal government for more information and resources,” he wrote. He followed up shortly after, saying he’d been privy to a briefing from the FBI and Naval Weapons Station Earle, adding “we are ready to assist the federal government in getting to the bottom of this.” Officials have urged the public to remain calm, insisting that there is no evidence the drone sightings pose a security threat. But the apparent sightings, which have been described as almost nightly in the skies over New Jersey for the past month, have residents and some lawmakers feeling increasingly uneasy. Last week, New Jersey Assemblywoman Dawn Fantasia shared a detailed report to X, claiming that drone formations have been spotted almost every night since Nov. 18, with anywhere from four to 180 sighting reports per night. She described the drones as up to six feet in diameter and sometimes travelling with their lights switched off. Adding to the mystery, she said the drones appear to avoid traditional methods of detection, like radio and helicopter. Senate Majority Leader Chuck Schumer said he’s asking the DHS to deploy special detection systems that use 360-degree technology to detect drones. However, president-elect Donald Trump cast more doubt on the situation Monday, addressing the drones during a larger news conference at Mar-a-Lago. “The government knows what is happening. Look, our military knows where they took off from,” said Trump. “If it’s a garage, they can go right into that garage. They know where it came from and where it went, and for some reason they don’t want to comment.” “I don’t want to comment on that,” Trump said, when pressed about whether he had been briefed by the government. Manned aircraft? “I think the absolute majority of them are manned aircraft, low flying satellites or planets,” former FBI counter-drone chief Robert D’Amico told Global News Monday. “I’m not gaslighting people when I say the majority are manned aircraft or stars or planets or shooting stars. It is just really hard to look at the sky at night and determine how far something is and where that light’s coming from,” he said, reflecting back on the time when he first joined the counter-drone unit and was corrected multiple times after he mistook planes, satellites and planets for drones. He said, too, now that people have heightened awareness over these mysterious formations in the sky, citizens are actively looking for sightings or, perhaps, “looking to add chaos.” “If I if I was a teenager in New Jersey, I’d be flying my drone. I’d be like flying it over the mayor’s house, the police officer’s house,” he said. “People adding to the chaos are flying their own drones to look for other drones.” The flying objects have been spotted near the Picatinny Arsenal, a U.S. military research and manufacturing facility, and over president-elect Donald Trump’s golf course in Bedminster, all in New Jersey, but the number of reported sightings has grown greatly since then. Drones were also spotted in Pennsylvania, New York, Connecticut and other parts of the Mid-Atlantic region. Drones cause operational headaches Drones flying around Wright-Patterson Air Force Base near Dayton, Ohio, forced base officials to close its airspace for about four hours late Friday into early Saturday, said Robert Purtiman, a base spokesperson. It was the first time drones had been spotted at the base, one of the largest in the world, and no sightings have been reported since early Saturday, Purtiman said Monday. Additionally, runways were closed at New York Stewart Airport Friday night due to nearby drone activity, reports USA Today. New York Gov. Kathy Hochul called on Congress to strengthen oversight of drones, saying in a statement “ this has gone too far .” She urged Congress to pass the Counter-UAS (Unmanned Aircraft System) Authority Security, Safety, and Reauthorization Act, empowering local law enforcement to do more to counter drones. Meanwhile, in Boston, city police arrested two men accused of operating a drone “dangerously close” to Logan Airport on Saturday night. Authorities said an officer using drone monitoring technology detected the aircraft and the location of the operators. A third man fled police and remains at large. Authorities said the two men face trespassing charges and could face more charges and fines. Calls to shoot down the drones Some federal lawmakers have called on the military to “shoot down” the drones. Trump has said he believes the government knows more than it’s saying. “Let the public know, and now. Otherwise, shoot them down!!!” he posted on his social media site, Truth Social. Sen. Richard Blumenthal of Connecticut said Thursday that the drones should be “shot down, if necessary.” A New Jersey congressman has urged the Pentagon to authorize the use of force to bring down one or more drones to try to figure out who deployed them. The objects could be downed over the ocean or in an unpopulated area on land, Republican U.S. Rep. Chris Smith said Saturday at a news conference. “Why can’t we bag at least one of these drones and get to the bottom of it?” Smith said. Telling people to shoot down drones, D’Amico told Global News, “is the most dangerous thing you can tell them to do.” First, he said, it’s really hard to hit a drone. “Do you even know where that bullet is going to land? It’s probably going to land around someone.” Secondly, D’Amico argues, if a drone is taken down with gunfire, it has potential to fall and hurt or kill someone. “You’re telling people to do things that are more dangerous than what — like drones flying at night? (They) may be (flying drones) legally and you’re telling people to go out and shoot it. That may kill somebody or injure somebody — for what reason?” Instead, D’Amico recommends those interested in tracking the unusual phenomena be diligent in recording their data and reporting anything out of the ordinary. He suggests keeping notes on the exact place and time a drone is spotted, cross-referencing the sighting with apps that track flight data, and reporting sightings to the appropriate organizations that are collecting information. Vijay Kumar, the dean of engineering at the University of Pennsylvania, said that shooting at drones is not only dangerous but could also damage authorized units , like first responder drones or drones used for deliveries. Kumar told CNN that most of the images he’s seen of the mystery drones “operate with visible running lights, which suggest they follow rules”. He added that most of what he’s seen in photographs looks to be aircraft that would be registered with the FAA and operating legally . Where else have drones been spotted? Two people said they spotted an aircraft Thursday night near Virginia Beach that was unlike any other they’ve seen. The object was over the ocean, and they watched as it slowly moved over an Army National Guard facility, John Knight told The Virginian-Pilot. “It flew like a helicopter but made no noise,” he said. The Virginia National Guard said it was aware of the incident and it was under investigation. Another military installation in the area is Naval Air Station Oceana Dam Neck Annex. NAS Oceana, the East Coast master jet base in Virginia Beach, is aware of recent reports of sightings in the area and is coordinating with federal and state agencies to ensure the safety of its personnel and operations, Katie Hewett, public affairs officer, said Friday by email to The Associated Press. In Massachusetts, 10 to 15 drones were reported hovering over a home Thursday night in Harwich on Cape Cod. A resident told police they were bright and she observed them for more than an hour. MITCHELL — Mitchell’s commercial landscape is seeing a mix of changes, with notable for sale signs on businesses The Back 40 and Marco’s Pizza. But local real estate experts see ongoing growth and new opportunities on the horizon. ADVERTISEMENT Local commercial real estate agent Brian Eliason, of the Janklow Eliason firm, reports a strong market, with plenty of opportunities for investors. For example, the heart of Mitchell's commercial district is showing signs of revitalization and Eliason paints an optimistic picture for the city. At present, Janklow Eliason alone has 19 commercial listings, totaling nearly $20 million in property value. These properties span a variety of locations, including several in the downtown area, signaling that Mitchell’s commercial potential is far from tapped out. One such property is the former Charlie's Shoe Repair, which recently changed hands in an off-market transaction for $125,000, including both the real estate and business assets. The new owner, however, is not planning to operate the shoe repair business. Instead, they have listed only the business portion for sale at $49,900, retaining ownership of the property itself. Another notable listing is the antique mall, a large building located on Main Street. Eliason says it’s an attractive investment, especially considering the business has operated successfully at that location for nearly 30 years. "It’s a prime spot with a lot of traffic,” Eliason said. “For someone looking for a reasonable price and a great location, this building is an opportunity.” The closure of Marco's Pizza, announced about 10 days ago, is a setback for the town's dining scene, but Eliason remains optimistic. ADVERTISEMENT "It's unfortunate that Marco's closed down a couple of weeks ago," Eliason said. "But that building is already under contract, and while we can't disclose details about the buyer's intentions, that spot is about to get a new chapter." One of the most talked-about properties on the market is The Back 40. Eliason just listed the property earlier this week, and he anticipates a fast sale. Located just 200 feet from the Corn Palace, he said it's a prime location for a potential new restaurant venture. "It's a phenomenal place for a restaurant to be. I think it makes a lot of sense for a restaurant to continue there," Eliason said. While the building that houses The Back 40 is for sale, the business itself is not included in the listing. Eliason explained the restaurant equipment and other personal property are negotiable. Listed at $400,000 for 7,500 square feet — about $50 per square foot — Eliason considers it a bargain, estimating that new construction of similar size would cost three to four times as much. While owner Keke Leiferman didn't respond to the Mitchell Republic's attempts for comment, a Facebook post from the business revealed more details about the property's status. The property was previously under contract with a potential buyer, but that deal fell through, Leiferman said in a social media post. The Mitchell City Council on Dec. 2, 2024, approved an application for a new retail (on-off sale) wine and cider license and a new retail (on-off sale) malt beverage and SD farm wine license for a business named "Jesse’s Place," with ownership listed as Stockton Lee, LLC, with Jesse Stroud as the owner. The address listed for this new venture was 511 N. Main Street, the location of The Back 40. In the recent Facebook post, Leiferman wrote: "As many of you know, I have been slowly moving out of The Back 40 and working on selling the 40. My current agreement fell through. At this time, I have decided to list the building for sale for what I feel is a very fair price for the real estate. Brian Eliason will be handling the transaction...” ADVERTISEMENT Leiferman's post also indicated that she would continue operating with reduced hours until the property sells. "I will continue to serve the community with delicious Back 40 food and some of my little events as we go," Leiferman wrote in the post. Eliason noted that The Back 40 was previously listed for sale a couple of years ago at $799,000, nearly double its current price of $400,000. At that time, it didn't sell, and Leiferman continued operations. With the current lower price, Eliason expects the property to sell quickly, saying it's priced far more competitively this time. Mitchell's commercial landscape is not just about real estate transactions; there's an active effort to diversify and expand the town's dining and retail options. Mike Lauritsen, CEO of the Mitchell Area Development Corporation and Chamber of Commerce, reports significant progress in this area. "Earlier this year we celebrated the opening of a Wendy's restaurant and are in ongoing discussions with several national restaurant chains about bringing them to Mitchell," Lauritsen said via email. This push for new restaurants is partly driven by the town's largest employers, who have expressed a strong desire for more fine dining options to entertain potential clients. Lauritsen's optimism is bolstered by Mitchell's growth, evidenced by $114 million in new building permits issued in 2023. Mitchell's downtown core remains a focal point for commercial development, though Eliason cautioned there are fewer properties available than some might think. ADVERTISEMENT "There are only a few buildings for sale downtown, and only a handful of spaces available for lease," Eliason noted. He credits the relatively limited availability of properties as a sign that Mitchell's downtown has reached a state of revival. "Going from First Avenue up to the bypass, you can see the signs of growth," Eliason said. "Things have been slow at times, but downtown is as healthy as it's ever been." Eliason has been involved in seven property transactions between First Avenue and the bypass on Main Street since the beginning of the year. "That's either seven new businesses or seven businesses relocating onto Main Street from other parts of the city," he said. In terms of downtown business ownership, Eliason said about two-thirds of businesses are owner-occupied, while the remaining third lease their spaces. "Typically, restaurants own their buildings, and retail stores lease," he said. ADVERTISEMENT As for the closure of Marco's Pizza, Eliason believes it won't have a significant impact on the town's economy. " "The reality is that the remaining pizza operators in Mitchell will benefit from this, as it reduces competition," he said. "It's not catastrophic that they closed down." Looking to the future, Eliason sees substantial growth potential in certain parts of Mitchell. The first is near Cabela's, where recent additions include a My Place hotel and Les Schwab Tire Center. Eliason also has a large commercial lot in this area that is listed for $985,000. Eliason sees the bypass as another area ripe for development, noting that a strip mall is under construction, along with several storage and industrial buildings. A new day care has also opened in the area. "There is also talks of a new steakhouse that will eventually go in on the bypass as well," Eliason said. "That'll be phenomenal to have another steakhouse in town. The investors of that deal will be investing multiple million dollars for Mitchell." Despite some closures, Mitchell's commercial real estate market remains robust. Eliason reports that the typical annual transaction volume in Mitchell is around $100 million, with this year's total reaching $90 million. "There is a huge need for quality commercial properties and Mitchell has that," Eliason said. Marvell is collaborating with major HBM makers to implement this new architecture and meet cloud data center operators' needs. The Marvell custom HBM compute architecture enhances XPUs by serializing and speeding up the I/O interfaces between its internal AI compute accelerator silicon dies and the HBM base dies. This results in greater performance and up to 70% lower interface power compared to standard HBM interfaces. The optimized interfaces also reduce the required silicon real estate in each die, allowing HBM support logic to be integrated onto the base die. These real-estate savings, up to 25%, can be used to enhance compute capabilities, add new features, and support up to 33% more HBM stacks, increasing memory capacity per XPU. It's unclear whether the administration can complete the loan before Donald Trump becomes president again in less than two months, or whether the Trump administration might try to claw the money back. Trump previously vowed to end federal electric vehicle tax credits , which are worth up to $7,500 for new zero-emission vehicles and $4,000 for used ones. Rivian made a splash when it went public and began producing large electric R1 SUVs, pickup trucks and delivery vans at a former Mitsubishi factory in Normal, Illinois, in 2021. Months later, the California-based company announced it would build a second, larger, $5 billion plant about 40 miles (64 kilometers) east of Atlanta, near the town of Social Circle. The R1 vehicles cost $70,000 or more. The company plans to produce R2 vehicles, a smaller SUV, in Georgia with lower price tags aimed at a mass market. The first phase of Rivian’s Georgia factory is projected to make 200,000 vehicles a year, with a second phase capable of another 200,000 a year. Eventually, the plant is projected to employ 7,500 workers. But Rivian was unable to meet production and sales targets and rapidly burned through cash. In March, the company said it would pause construction of the Georgia plant. The company said it would begin assembling its R2 SUV in Illinois instead. CEO RJ Scaringe said the move would allow Rivian to start selling the R2 sooner and save $2.25 billion in capital spending. Since then, German automaker Volkswagen AG said in June it would invest $5 billion in Rivian in a joint venture in which Rivian would share software and electrical technology with Volkswagen. The money eased Rivian's cash crunch. Tuesday's announcement throws a lifeline to Rivian's grander plans. The company said its plans to make the R2 and the smaller R3 in Georgia are back on and that production will begin in 2028. “This loan would enable Rivian to more aggressively scale our U.S. manufacturing footprint for our competitively priced R2 and R3 vehicles that emphasize both capability and affordability,” Scaringe said in a statement. The Energy Department said the loan would substantially boost electric vehicles made in the United States and support Biden’s goal of having zero-emission vehicles make up half of all new U.S. sales by 2030. “As one of a few American EV startups with light duty vehicles already on the road, Rivian’s Georgia facility will allow the company to reach production volumes that make its products more cost competitive and accelerate access to international markets,” the department said in a statement. The loan includes $6 billion, plus $600 million in interest that will be rolled into the principal. The money would come from the Advanced Technology Vehicles Manufacturing Loan Program, which provides low-interest loans to make fuel-efficient vehicles and components. The program has focused mostly on loans to new battery factories for electric vehicles under Biden, but earlier helped finance initial production of the Tesla Model S and Nissan Leaf, two pioneering electric vehicles. The loan program, created in 2007, requires a "reasonable prospect of repayment" of the loan. Under Biden, the program has announced deals totaling $33.3 billion, including $9.2 billion for massive battery plants in Tennessee and Kentucky for Ford’s electric vehicles. Democratic U.S. Sen. Jon Ossoff , who has been a vocal supporter of electric vehicle and solar manufacturing in Georgia, hailed Tuesday's announcement as “yet another historic federal investment in Georgia electric vehicle manufacturing.” Ossoff had asked Energy Secretary Jennifer Granholm to support the loan in July. “Our federal manufacturing incentives are driving economic development across the state of Georgia,” Ossoff said in a statement. Georgia Gov. Brian Kemp says his goal is to make Georgia a center of the electric vehicle industry. But the Republican has had a strained relationship with the Biden administration over its industrial policy, even as some studies have found Georgia has netted more electric vehicle investment than any other state. Kemp has long claimed that manufacturers were picking Georgia before Biden's signature climate law, the Inflation Reduction Act, was passed. Efforts to bring Rivian to Georgia predated the Biden administration and "our shared vision to bring opportunity to Georgia will remain no matter who resides in the White House or what party controls Congress,” Kemp spokesperson Garrison Douglas said Tuesday. The loan to Rivian could rescue one of the Kemp administration's signature economic development projects even as Biden leaves office. That could put Rivian and Kemp in the position of defending the loan if Trump tries to quash it. State and local governments offered Rivian an incentive package worth an estimated $1.5 billion in 2022. Neighbors opposed to development of the Georgia site mounted legal challenges. State and local governments spent around $125 million to buy and prepare the nearly 2,000-acre (810-hectare) site. The state also has completed most of $50 million in roadwork that it pledged. The pause at Rivian contrasts with rapid construction at Hyundai Motor Group’s $7.6 billion electric vehicle and battery complex near Savannah. The Korean automaker said in October that it had begun production in Ellabell, where it plans to eventually employ 8,500. Head coach Rick Tocchet confirmed after morning skate that Demko will be in net when the Canucks host the St. Louis Blues. The 28-year-old netminder from San Diego, Calif., last played on April 24 when the Canucks bested the Nashville Predators in Game 1 of a first-round playoff series. He suffered an injury to the popliteus muscle in his knee during the game and has been working his way back ever since. A number of factors led to Demko starting Tuesday, Tocchet said. “You want him to feel comfortable. You want to, obviously, communicate with him,” he said. “(Kevin Lankinen) was playing well, too. So there wasn’t a pressing issue to get him in. But we want to get him in. We’re excited. Obviously he’s a huge part of our team.” Demko had a 35-14-2 record with a .918 save percentage, a 2.45 goals-against average and five shutouts in regular-season play last year and played in the all-star game for the second time in his career. The veteran goalie is managing his personal expectations as he returns to game action, however. “I think it’d be foolish to say that I’m going to come back and be perfectly sharp and feel like I have my ‘A’ game in game one. Obviously, that takes a little bit of time,” Demko told reporters last week. “Just seeing game reps and things is kind of a last step of fully doing rehab. So I’m not really putting an expectation on that. “Obviously, the way Lanks has played kind of takes a little bit of pressure off of myself to come in and not feel like I have to save the world.” Demko returned to Vancouver’s lineup last week, backing up Lankinen for games against the Columbus Blue Jackets and Tampa Bay Lightning. The Canucks signed Lankinen to a US$875,000 deal during training camp and the Finnish goaltender has split the crease with Arturs Silovs this season, backstopping Vancouver to a 14-8-4 record. Lankinen has been “unbelievable” this season, Demko said. “It’s been really fun to get to know him and be able to watch him play,” he said. “It’s a challenging position he was put in, coming into a new team and being able to manage the workload that he’s been given.” Demko’s return to the crease should act as motivation for the Canucks’ skaters as the team takes on the Blues, Tocchet said. “I think, when you look at the way Demmer has worked hard to get back, a lot of lonely times by himself, it should give guys juice that you want to play well in front of him,” the coach said. You’d be crazy not to. “Maybe there’s extra shot blocking, situations to get the puck in deep when we’re tired to give him a break, things like that. I think we need to do that tonight for him.”
