NEW YORK (AP) — Sean “Diddy” Combs ' lawyers tried for a third time Friday to persuade a judge to let the hip-hop mogul out of jail while he awaits his sex trafficking trial, but a decision won’t come until next week as prosecutors warned of his "concerted effort" from behind bars to disrupt the case. U.S. District Judge Arun Subramanian said he'll rule promptly on Combs’ bail request after the defense and prosecution file letters by noon Monday fleshing out some of the arguments they made during at a two-hour hearing in Manhattan federal court. Combs’ lawyers pitched having him await trial under around-the-clock surveillance either at his mansion on an island near Miami Beach or — after the judge scoffed at that location — at an apartment on Manhattan’s Upper East Side. Their $50 million bail proposal, secured by his Florida home, essentially amounts to keeping Combs on house arrest instead of in custody at the troubled Brooklyn federal jail where he’s been held for 67 days since his September arrest. Under their plan, Combs' lawyers said he'll be under near-total restrictions on his ability to see or contact anyone but them. But prosecutors argued that no bail conditions can mitigate Combs' “risk of obstruction and dangerousness to others.” Combs has routinely flouted jail rules while locked up at the Metropolitan Detention Center in Brooklyn, prosecutors said, accusing him of attempting to interfere with witnesses and taint the jury pool. “Really, this amounts to the defendant paying his way out of custody,” Assistant U.S. Attorney Christy Slavik told Subramanian. Defense lawyer Anthony Ricco countered that the prosecution’s portrayal of Combs as "a lawless person who doesn’t follow instructions” or “an out-of-control individual who has to be detained” is inaccurate. BUCHAREST, Romania (AP) — A top Romanian court on Friday annulled the first round of the country's presidential election, days after allegations emerged that Russia ran a coordinated online campaign to promote the far-right outsider who won the first round. The Constitutional Court’s unprecedented decision — which is final — came after President Klaus Iohannis declassified intelligence on Wednesday that alleged Russia organized thousands of social media accounts to promote Calin Georgescu across platforms such as TikTok and Telegram. The court, without naming Georgescu, said that one of the 13 candidates in the Nov. 24 first round had improperly received “preferential treatment” on social media, distorting the outcome of the vote. Georgescu denounced the verdict as an “officialized coup” and an attack on democracy, as did the second-place finisher, reformist Elena Lasconi of the center-right Save Romania Union party. Despite being an outsider who declared zero campaign spending, Georgescu emerged as the frontrunner who was to face Lasconi in a runoff on Sunday. Some 951 voting stations had already opened abroad on Friday for the runoff for Romania’s large diaspora, but had to be halted. Iohannis said he would remain in office until a new presidential election could be rerun from scratch. On Dec. 1, one week after the first round of the presidential race, Romania also held a parliamentary election , which saw pro-Western parties win the most votes but also gains for far-right nationalists. Iohannis said that once the new government is formed, the date of the new presidential vote would be set. On Wednesday the president had released intelligence files from the Romanian Intelligence Service, the Foreign Intelligence Service, the Special Telecommunication Service and the Ministry of Internal Affairs. In a televised statement Friday, Iohannis said he was “deeply concerned” by the contents of the intelligence reports. “Intelligence reports revealed that this candidate’s campaign was supported by a foreign state with interests contrary to Romania’s. And I will win because the Romanian people know I will fight for them, that I will unite them for a better Romania,” she added. Some 9.4 million people — about 52.5% of eligible voters — had cast ballots in the first round in this European Union and NATO member country. The president serves a five-year term and has significant decision-making powers in national security, foreign policy and judicial appointments. Most surveys had predicted the top candidate would be Prime Minister Marcel Ciolacu of the ruling center-left Social Democrats. They indicated that second place would be claimed by either Lasconi or the leader of the far-right Alliance for the Unity of Romanians, George Simion. The same court last week ordered a recount of the first-round votes, which added to the myriad controversies that have engulfed a chaotic election cycle. Following a recount, the court then validated the first-round results on Monday. Many observers have expressed concerns that annulling the vote could trigger civil unrest. The court said Friday that its decision was meant “to restore citizens’ trust in the democratic legitimacy of public authorities, in the legality and fairness of elections.” Simion, of the far-right party, said the development was a “coup d’état in full swing” but urged people not to take to the streets. “We don’t let ourselves be provoked, this system has to fall democratically,” he said. SAN FRANCISCO (AP) — Valerie Starkey was driving through Northern California to visit relatives when she suddenly felt shaking and feared her car had broken down, only to realize later that it was an earthquake so powerful that it triggered a tsunami warning for hundreds of miles of the U.S. West Coast. The epicenter of Thursday's 7.0 magnitude shaker occurred in what’s known as California’s “earthquake country” because it’s where three tectonic plates meet. The temblor was the most powerful to rattle the state since a 7.1-magnitude quake hit Ridgecrest in 2019. Its intensity shocked Starkey and many of the 5.3 million other people along nearly 500 miles (805 kilometers) of the California and Oregon coasts who were under the tsunami warning for about an hour. It was lifted after no major waves arrived. “I thought my axles had fallen apart,” said Starkey, a Del Norte County supervisor representing Crescent City, a town of fewer than 6,000 near the Oregon border. “That’s what I was feeling ... ‘My axles are broken now.’ I did not realize it was an earthquake.” The quake struck at 10:44 a.m. west of Ferndale, a small city in coastal Humboldt County, about 130 miles (209 kilometers) from the Oregon border, the U.S. Geological Survey said. Police have been looking into whether the words, which title a 2010 book critiquing the insurance industry, may point to a motive in CEO Brian Thompson's killing . "First, we got the gun in question back from Pennsylvania. It's now at the NYPD crime lab," Tisch, the commissioner, said Wednesday. "We were able to match that gun to the three shell casings that we found in Midtown at the scene of the homicide." "We're also at the crime lab able to match the person of interest's fingerprints with fingerprints that we found on both the water bottle and the KIND bar near the scene of the homicide in midtown," she said. Along with a three-page handwritten "claim of responsibility" found on Mangione when he was taken into custody, investigators are looking at the suspect's writing in a spiral notebook, a law enforcement source briefed on the matter told CNN. It included to-do lists to facilitate a killing, as well as notes justifying those plans, the source said. In one notebook passage, Mangione wrote about the late Ted Kaczynski, the so-called Unabomber who justified a deadly bombing campaign as an effort to protect against the onslaught of technology and exploitation. Mangione had written about the Unabomber in online posts as well. Mangione knew UnitedHealthcare was holding an investors' conference around the time Thompson was shot and killed - and the suspect mentioned in writings he would be going to the conference site, the NYPD's Kenny told Fox News on Tuesday. In the notebook passage, Mangione concludes using a bomb against his intended victim "could kill innocents" and shooting would be more targeted, musing what could be better than "to kill the CEO at his own bean counting conference," a law enforcement official briefed on the matter told CNN. The three-page document did not include specific threats but indicated "ill will towards corporate America," Kenny said. Why Mangione may be fighting extradition With Mangione fighting extradition, a Pennsylvania court has given him 14 days to file for writ of habeas corpus - putting the burden of proof on those detaining the person to justify the detention - and a hearing will be scheduled if he does. Pennsylvania prosecutors have 30 days to get a governor's warrant, which New York Gov. Kathy Hochul said she will work with prosecutors to sign and Pennsylvania Gov. Josh Shapiro "is prepared to sign and process ... promptly as soon as it is received." Blair County District Attorney Peter Weeks said his office is prepared "to do what's necessary" to get Mangione back to New York. There could be several reasons Mangione is fighting his extradition, said Karen Agnifilo, a CNN legal analyst and defense attorney. It would give him more time to think about his defense, demand prosecutors present more evidence at his next hearing or try to get bail in Pennsylvania, which is unlikely. Indeed, it could take up to two months before authorities could bring Mangione back to New York after the governor's warrant is obtained, said Agnifilo, who previously worked at the Manhattan District Attorney's Office. Most criminal defendants facing prosecution on more serious charges in another state waive their right to extradition, but in murder cases like Mangione's, "there's no chance he's going to be let out, so he's fighting extradition," she said. "Eight or 9 out of 10 times, defendants waive extradition because they realize this is so perfunctory, it's so easy, and most of them don't want to languish in detention in the other state because you don't even get to fight your case yet," Agnifilo said. LARAMIE – Leaders at the University of Wyoming gave themselves another day to deliberate whether they will allow permit holders to carry concealed firearms inside campus facilities. After months of discussion, surveys and public forums, the UW Board of Trustees postponed a scheduled Thursday vote on changing the university’s “ Storing Or Carrying Dangerous Weapons In University Facilities ” policy. Trustee John McKinley, chairman of the board’s legislative committee, told the board that as late as Wednesday night, leaders were discussing amendments to the proposed rule change. Those late changes included prohibiting firearms in the residence halls, Half Acre Recreation and Wellness Center, and at the Early Care and Education Center. John McKinley The latest draft rule also was amended to remove a provision for reciprocity to permit holders from other states, so only Wyoming concealed carry permit holders would be allowed to carry firearms into other facilities on campus, including classrooms. McKinley suggested that following additional public comment Thursday morning, the committee should meet one more time, with any final amendments to be ready for a Friday morning vote. Public comment Thursday, made largely by students, faculty and staff, was primarily in opposition of the rule change — amended or not. “An increase in gun ownership and lax concealed carry laws are associated with increased suicides, particularly in emerging adults, also known as college-age adults,” said Hannah Phalen, an assistant professor of psychology. Phalen said data shows that on campuses that allow concealed carry, 42% of successful suicide attempts are conducted with a firearm, compared to only 13% on campuses that do not allow concealed carry. “I was excited to see that the new proposed rule includes (as an exception) residence halls. But I also urge the board to go further and exclude all campus housing from this rule,” Phalen said. Caroline McCracken-Flesher, director of the Center for Global Studies and an English professor, pointed out that the rule change also exempts those who get to vote on it — but not those who do not. “Among the exemptions listed in this document, places of education are conspicuous by their absence,” McCracken-Flesher said, listing protected spaces such as governmental and trustees meetings. “In other words, places frequented by those who vote on this document,” she said. “What is not protected from firearms are classrooms (and) faculty offices. University classrooms and faculty offices are places of ideas. That means they are necessarily places of contention, they are places of great anxiety, they are places of academic rivalry. “They are not places for weapons,” McCracken-Flesher said. One University of Wyoming College of Law student, Brandon Calloway, spoke in favor of the rule change, arguing that it would “close critical safety gaps” on campus, where concealed carry is allowed outside of, but not inside, university facilities. “Here is the stark reality,” Calloway said. “No one knows whether someone is already carrying a concealed firearm inside university facilities.” Under the current policy, he argued, “uncertainty prevails,” and the change would eliminate contradiction. Several students asked university leadership why — at a time when they said on-campus mental health and morale are markedly low — leaders are focusing on concealed carry on campus. “Why? Why is this the main discussion on campus right now?” Elementary Education major Liz Pearson asked. “We have a huge mental health crisis on campus. Why aren’t we talking about that?” UW President Ed Seidel reminded the room that during the 2024 legislative session, both the House and Senate approved House Bill 125 - Repeal gun free zones , which would have permitted anyone with a concealed carry permit to carry weapons into Wyoming’s K-12 public schools, as well as the university. Police said that during the march, smoke bombs were deployed, metal barriers were thrown into the street and windows smashed of nearby businesses and the convention centre where delegates from NATO parliamentary assembly, including members and partner states, gathered for a session set to wrap Monday. The "Driving High" report calls on the state government to increase roadside drug testing to 200,000 tests a year - up from 160,000 in 2023.
